Over the past two years, the Division has observed deterioration of the hydrochloric acid secondary containment concrete, presumably due to the HCl eroding the surface layer. The Division requests that EFR further evaluate the concrete and determine if repairs are necessary. EFR should also consider applying a protective coating to prevent further concrete damage.
