Request for Additional Information
DearMr. Anderson:
The Division of Waste Management and Radiation Control (Division) has received your letter dated June 17, 2024 (CD-2024-148/DRC-2024-006306) requesting approval for modifications to
the Groundwater Quality Discharge Permit Number UGW450005 (GWQDP) to address proposed repairs of the Intermodal Unloading Facility (IUF). EnergySolutions’proposed modification will requiremodifying
engineering drawings 9705-1 and 9705-2 referenced in the Table 5 of the GWQDP.
It is understood that the southern wall of the IUF is in a state of disrepair exhibiting cracking, exposed steel reinforcement, and deformation. The proposed repairs will involve constructing
a wall (~100 feet long, 8 foot in height, with 4,000 psi reinforced concrete) buttressing the existing southern wall and will beanchored to the entire length and height of the existing
wall and traversing length of floor. New drainpipes will be installed to extend through the new wall. EnergySolutionswill modify the IUF in phases to maintain operations and service
at the northern half of the IUF and will evaluate the need toconstruct similar modifications to theIUF’s north bay. Repairs to the southern wall will be completed and the facility will
return to service by October 1, 2024. EnergySolutions will notify the Director via e-mail 24-hours prior to the proposed modification.
The Division has reviewed the proposed modification and attached engineering drawings. Prior to making a decision on the state of this request, the Division requiresitems/concerns/additional
questions that must be addressed to support this proposal. Below are the Requests for additional Information (RFIs):
Please clarifyEnergySolution’sdetermination of the root cause for the deterioration of the southern wall and how this modification shall remedy this issue throughout the design life
of the structure.
Clarify the design life of the structure and the intended use of the IUF for its design life.
Please provide supporting documentation andcalculations signed and sealed by a registered Professional Engineer to justify the design of the proposed concrete structure for the repair
of the southern wall. The documentation andcalculations should include at a minimum:
Assumed load conditions to the new structure,
Sizing, spacing,lap lengths, cover, etc. of reinforcement bars,
Depth and spacing of dowels,
And concrete mix design.
Please clarify how EnergySolutions proposes to prepare the surface of the existing concrete structure prior to pouring concrete atop for the new wall to promote adequate bonding of new
concrete to the existing surface.
Please clarify methods of sealing the verticalcold joint interface between the cured concrete surface of the new wall to the existing wall to prevent water from traversing through the
vertical cold joint.
Please elaborate on callout “SEAL CRACK BETWEEN WALL AND APRON” on drawing sheet 9705-1.It is unclear to the Division the intent of this callout. Additionally if applicable, identify
specific products and methods to the existing wall and apron.
It is unclear to the Division how drainage pipes will be installed within the new wall. Existing drainpipes currently protrude through the existing wall. Does EnergySolutions propose
to extend from the existing drainpipes or abandon them to install new increased length drainpipes? If applicable, how does EnergySolutions propose to extend the existing drainpipes through
the new wall and what kind of pipes will be utilized? If applicable, how does EnergySolutions propose abandonment of the existing drainpipes? If applicable, please describe how drainpipes
will be sealed within the existing concrete wall if core drilling is necessary.
Please clarify means and methods to either prevent or addressthe drilling of horizontal dowels interfering with the existing reinforcement of the existing wall.
Please clarify means and methods of adjoining the new wall to the existing bounding east and west walls.
