The Utah Division of Waste Management and Radiation Control (Division) has completed a review of the 2024 Annual Groundwater Monitoring and Site Management Report for the Former Pennzoil
Refinery in Roosevelt, Utah (the Report) prepared by AECOM on behalf of Pennzoil – Quaker State Company DBA SOPUS Products (SOPUS)and dated September 30, 2024. The Report was prepared
in accordance with the requirements of the Post-Closure Permit issued to SOPUS in 2014.
The Report summarizes the annual sampling field activities, quality assurance and quality control samples, the monitoring results,and site inspections. The Report also includes data
validation of laboratory analytical results, statistical analyses, natural attenuation evaluation, concentration trend graphs and decay rate estimations of benzene and 1,2-dichllorehtane,
primary indicative compounds or risk drivers of the site. The Report further concludes that the light non-aqueous liquid (LNAPL) footprint has been significantly reduced over the course
of the monitoring events. The Report concludes that groundwater data indicatingno evidence of a release from the Waste Disposal Cell (WDC).
The Division concurs with the report of findings and conclusions. The Report appears to be acceptable and is hereby approved.
