A RATA was conducted during 3Q2024 for H2S. However due to a scheduling anomaly, a resent in the maintenance work order system, and an errant date entry, the CGA was not conducted until October 10, 2024 (10 days after the quarter). This appears to be an isolated incident and does not appear to be consistent with normal compliance related items at the facility. 7 SOURCE INSPECTION SUMMARY EVALUATION: Tesoro maintains its CEMS as required in R307-170 and 40 CFR 60.13. CURRENT RECOMMENDATIONS: All deviations appear to be a result of breakdown or process related problems that do not warrant issuing a violation. Tesoro was in compliance during this reporting period. No further enforcement actions should be taken. Tesoro’s NSPS monitoring system meets the performance standards of 40 CFR 60, Appendix B Performance Specifications. Tesoro failed to conduct a CGA for the TRS monitor at the north flare. A warning letter should be sent noting the failure. HIGH PRIORITY VIOLATOR (HPV): No RECOMMENDATION FOR NEXT INSPECTION: Check DAS for daily zero and span drift. Check the QC program to ensure that monitor drift is being tracked and that the source can identify excessive drift. This file contains data for forty-nine (49) CEMS at the Tesoro facility. The analyzers are listed below: o Two Oz, two CO, and two COz monitors at the Fluid Catalytic Cracking Unit Regenerator (Regen) o SO: low, SOz high, O:, flow monitors at the Sulfur Recovery Unit (SRU) o HzS monitor for the refinery fuel gas located at the V-917 Fuel Gas Mix Drum o Two HzS monitors at the J-80 Sweet Gas Compressor feeding the Cogeneration Turbine Units (Cogen) tiq.nrl del iereJ OcI 2 3 2024 DIVISION OF AIR OUALITY Hydrocarbon monitor on the Vapor Recovery Unit (VRU) at the (BCLR) Total Reduced Sulfur/Total Sulfur (low, mid, and high methods), new CEMS installed for NSPS Ja compliance. Total Reduced Sulfur/Total Sulfur (low, mid, and high methods), H:S, and flow at the South new CEMS installed for NSPS Ja compliance. Total Reduced Sulfur/Total Sulfur (low, mid, and high methods) and flow at the SRU Flare - new CEMS installed for NSPS Ja compliance. Two CO, two SO2, two NOX, two Oz, and one flow monitor at the Wet Gas Scrubber (WGS), installed downstream of the Electrostatic Precipitator on the FCCU. Two CO, two SO: (high and low methods), two NOx (high and low methods), and two Ou at the Carbon Monoxide (CO) Boiler bypass stack of the FCCU, upstream of the CO Boiler. These analyzers are used to monitor the gas discharged from the CO Boiler Bypass stack in event of a discharge The affected facilities consist of the Regen, CO Boiler Bypass, Wet Gas Scrubber, SRU, V-91 7 Fuel Gas Mix Drum, Cogen, North Flare, South Flare and SRU Flare. Each CEMS at the Regen and CO Boiler Bypass stack and the SO: and NOx at the WGS includes redundant, independent CEMS that can be activated by the analyzer technicians within a few hours. CEMS span exceedances are listed in Type Code 210. As described above, the Sulfur Recovery Unit (SRU) SO: and Flare Total Sulfur (TS) CEMS for the North, South and SRU Flares are comprised of two or three methods (low, mid, and high) to monitor the full range of expected concentrations to the analyzers. Therefore, with respect to evaluating CEMS span exceedances, Tesoro does not believe the entire CEMS span was exceeded if the span was exceeded on just the analyzer's lower methods, and that it does not qualifo as a span exceedance to be reported under Type Code 210. When the concentration of the flare gas exceeds the span of the analyzer's low and/or mid methods, it is captured by the analyzer's high method. With this cascading system on these CEMS, Tesoro can monitor and record the concentration of the gas up to the high-level span of the analyzer's high method. Similarly, for evaluation of monitor downtime under Type Code 220 for the flare analyzers, if the gas concentration was measured in the range of a low, middle, and/or high method, and a daily calibration failed for that particular method, Tesoro only reported the downtime for the method that failed. For example, if the flare gas concentration was measured to be only in the low method and a daily calibration failed for the high method, downtime would only be reported for the high method. For the SRU SOz analyzers, the high range encompasses the entirety of the low range analyzer. If the low range analyzer fails a daily calibration while the high range analyzer passes, there will be no downtime. For the third quarter, all Cylinder Cas Audits (CGAs) are presented in Type Code 260. The North Flare Total Sulfur analyzers did not complete a CGA during the third quarter. A detailed write up on these missing CGAs can be found in Appendix A. Relative Accuracy Test Audit (RATA) reports are presented in Type Code 250. For the CO Boiler Bypass, a RATA can only be performed on the CO CEMS during certain operating instances because this analyzer can be operated above span during normal operation and is maintained through a routine CGA. If the bypass stack were to be utilized, Operations would shift the FCCU to full burn mode resulting in CO within range of the CEMS. The Sulfur Recovery Unit (SRU) operates an incinerator for control of reduced sulfur HAPs. Tesoro's continuous compliance demonstration requirements for the SRU are specified in Subpart UUU Appendix Table 35, Item 3 (Option 2) and require that the daily average oxygen concentration in the vent stream must not fall below the level established during the performance test. Tesoro reports exceedances of this O: limit and O: monitor availability and performance specification results in this report. Excess Emissions and Out of Control Periods Flares Under New Source Performance Standard (NSPS) Ja the North, South and SRU flares are each subject to the work practice standard to conduct a root cause analysis and corrective action analysis anytime the SOz emissions exceed 500 lb or discharge to the flare is in excess of 500,000 standard cubic feet (scl; above an established baseline in a 24-hour period. At each flare location the TS CEMS are used as a surrogate for SO: emissions. The North and South flare networks are connected to flare gas recovery; therefore, compliance with the SO: and flow work practice standards is demonstrated on a combined basis (North plus South). The SO: and flow standards are work practice standards under NSPS Ja and are not emission limits. As a result, Tesoro does not report SO: and flow as excess emissions in this repoft. Root cause and corrective actions are reported in the NSPS, Subpart Ja semi-annual report. The SRU Flare uses Total Sulfur analyzers to demonstrate compliance with Tesoro's 162 ppm 3-hour average H:S limit, while the North and South Flares use an H2S analyzer to do so. Tesoro has evaluated compliance with HzS with respect to excess emissions exceeding 162 ppmv on a 3-hour rolling average under Type Code 430. There was I instance of excess emissions totaling 4 hours for the North Flare H:S for this reporting period. FCCU WGS Tesoro has evaluated compliance with SO: with respect to excess emissions exceeding 50 ppmvd at 0% O: on a 7-day rolling average, per $60.102a(b)(3), and 18 ppmvd at0o/oOton a7-day rolling average, per ApprovalOrder Condition II.B.4.a under Type Code 410. There were no instances of excess SOz emissions for this reporting period. Tesoro has evaluated compliance with NOx with respect to excess emissions exceeding 80 ppmvd at 0% O: on a 7-day rolling average, per $60.102a(bX2), and 20 ppmvd at lYo Oz on a 7-day rolling average, per Approval Order Condition ll.B.4.a under Type Code 420. There were no instances of excess NOx emissions for this reporting period. Tesoro has evaluated compliance with CO with respect to excess ernissions exceeding 500 ppmvd at 0% O: on a l-hour rolling average, per $60.102a(b)(4). under Type Code 440. There were 2 instances of excess CO emissions for this reporting period. In accordance with Condition ll.B.4.a of the refinery's ApprovalOrder. emissions associated with startup, shutdorvn, and malfunction of the FCCU and associated SO: and NOx control equipment are not used in determining compliance with the 7-day emissions limits and are not exceedances of those emissions limits. In accordance with Condition II.B.4.d of the refinery's Approval Order, emissions from these periods are not used in determining compliance with the short-term CO emissions limit and are not exceedances of the emissions limit. Both CEMS are subject to the requirements of 40 CFR 60 rather than the requirements of 40 CFR 75. Based on process knowledge and monitoring history, it is believed that the preponderance of sulfur present in the North Flare gas stream exists as HuS. The purpose of the H:S CEMS is to monitor compliance with the 162 ppm operations standard found in 40 CFR 60.103a(h). The purpose of the total sulfur analyzer is to determine when the refinery triggers the root cause analysis work practice standard of 500 pounds per hour SOz found in 40 CFR 60.103a(cX1Xi). During the third quarter 2024 (3Q24) reporting period, a Relative Accuracy Test Audit (RATA) was required on the H:S CEMS and was successfully completed on812112024. A3Q24 Calibration Gas Audit (CGA) was also required on the total sulfur analyzel howeveq the CGA was not performed until October 11,2024. While Tesoro acknowledges the importance of fulfilling all regulatory requirements, it is noteworthy that this analyzer exists to monitor the triggering of a root cause analysis work practice standard, rather than monitoring compliance with an emissions limit. During the 3Q24 reporting period, the highest reported SOz em issions monitored at the north flare were 140. I pounds per day, versus the trigger for a root cause analysis work practice standard of 500 pounds per day. The refinery has not triggered a 500 pounds per day root cause analysis work practice standard since January of 2017. Additionally, Tesoro has not missed a required CGA in at least twenty years. While Tesoro takes the requirement to perform all required CEMS quality assurance activities seriously, we do not believe any actual harm to the environment has occurred as a result of this missed requirement. 40 CFR 60 does not specifo any data validation ramifications of a missed CGA; monitor availability is reported in accordance with 40 CFR 60 requirements in the attached report. Several factors combined to result in the missed CGA. Tesoro schedules CGAs using an SAP-based maintenance work order system. Tesoro maintenance schedulers recently refined how the system schedules CGAs by scheduling them earlier each quarter, to avoid issues performing them toward the end of the quarter. During this process, they inadvertently typed an incorrect date into the SAP-based maintenance work order system. Additionally, during this period the analyzer maintenance team was operating with an open role and did not notice the unscheduled CGA. Furthermore, the environmental department was also operating with an open role during this time, and did not notice the missed requirement until October 10,2024. Once noticed, the environmental department immediately notified the analyzer team who performed a passing CGA on October 11,2024. Tesoro then notified the Utah Division of Air Quality on October 15,2024. The SAP scheduling error has been corrected. Also, the environmental department has backfilled the open CEMS role and has implemented double checks to ensure that all required CGAs and RATAs are performed each quarter. Tesoro will continue to commit to improving our operating systems, minimizing the likelihood of a recurrence. Tesoro Refinery EER 3Q2024 Point Source Information Late Expired Cal. Gas Valid Cal.
