Re: Staker Parson Materials and Construction – Temporary Relocation/Operation, Notice of
Intent – San Juan County
Your Notice of Intent dated October 29, 2024, to relocate portable generators to the temporary
project for Staker Parson Companies’ Spanish Valley facility, located off Highway 191 to Flat
Pass Road, 2 miles south of Spanish Valley, UT, was received by the Utah Division of Air Quality
(DAQ) and has been reviewed.
The following equipment has been approved for operation for this temporary project:
Cat 45 kW Wheeler leased generator
Cat 340 kW generator
Cummins 343 kW generator
Cummins 300 kW generator
Cat 300 kW generator
Cat 40 kW generator
The referenced generators have been approved for operation in the State of Utah by the portable
Approval Orders (AOs) issued to Staker Parson Companies DAQE-AN115180014-15, dated July
6, 2015, and Wheeler Machinery Company DAQE-AN142390014-18, dated August 1, 2018.
This location is a permanent facility with generator operation requirements established by
Conditions II.B.6.a through II.B.6.d.1 of the current Staker Parson Companies’ Spanish Valley
AO DAQE-AN159360002-20, dated October 21, 2020. It is important to be aware that Condition
II.B.6.a of this AO limits each generator to 3,500 hours per rolling 12-month period.

The owner/operator shall maintain records of the actual operation hours and days of the above
referenced equipment at this relocation site and have the ability to submit the information to the
DAQ upon the request of representatives of the Director. Please make certain that the plant
operator is aware of all the location specific requirements for this site and the conditions of the
aforementioned AO.
This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.

Susan,
There are not any generators there currently. Sometimes we have an asphalt plant at that site but there is
not one there currently. We are moving a crusher in there now which will be using the requested generators.
The crushing equipment should be covered by the approval order at the site but the generators being used
will be different than the ones on the approval order.

Hello, I am processing your request to move six portable generators to Staker Parson Companies' Spanish Valley site.
The current AO for this facility allows three generators operating with some hourly limits and with certain emission
certifications (see Conditions II.B.6.a - II.B.6.b).
Can you let me know how the generators will be used and if the already permitted engines are still operating?
