Anderson, Environmental Compliance Manager 299 South Main Street, Suite 1700 Salt Lake City, UT 84111 RE:Approval for Request for Approval to Modify Facility and Request for Approval of GWQDP Modification: Ground Water Quality Discharge Permit No. UGW450005 Dear Mr.Anderson: On September 26, 2024, EnergySolutions provided responses to the request for information (RFI) submitted to the Division of Waste Management and Radiation Control (Division) via DRC-2024-006990 (CD-2024-205). These responses adequately addressed the concerns of the Division regarding the modification of the Intermodal Unloading Facility (IUF). Therefore, the modification to the IUF is approved provided that EnergySolutions: Shall provide notification of the construction schedule to the Division so that representatives may observe certain key points during construction including but not limited to: The installation of the new drainage pipes. Based on the statement that EnergySolutions "… will assess whether drilling through the existing drainpipes or installing new ones" and will deploy either method depending on constructability. The finished dowel installation to verify if and where holes, due to drilling refusals, occurred for the dowels into the existing wall. Both a and c shall be observed by Division representatives prior to the pouring of concrete to verify the concerns generated via RFIs throughout correspondence associated with the IUF modification. Submit As-Built drawings to the Division for approval post-construction with 30 days which shall include at a minimum: A general report on construction operations Any records of construction materials testing completed (i.e. concrete testing, daily construction reports) As-Built drawings and report shall be signed and sealed by a Professional Engineer registered in the State of Utah to verify the construction was completed and reviewed by a Professional Engineer. Any implementation of Cold Weather Placement techniques as described in the LLRW and 11e.(2) Construction Quality Assurance/Quality Control (CQA/QC Manual Specification #97, should cold weather conditions be encountered. It is important to note that the Technical Specifications for the "Tammsweld" concrete bonding agent does not recommend applying the agent when temperatures are below 50°F.
