RE:2024 Engineering Inspection Module 2 – Clay liner and Radon BarrierRadioactive Material License UT2300249: Closeout
Dear Mr. Rogers:
Engineering inspections were conducted at the EnergySolutions (ES) Clive facility on September 12, 2024, and October 10, 2024, by the Utah Division of Waste Management and Radiation
Control (Division).
These inspections included foundation inspection and clay liner inspection for a section of clay liner phase III in the east canyon area of the Class A West embankment. No clay liner
was installed in 2024. This module includes the various requirements and restrictions associated with LLRW clay liner and radon barrier construction. Radon barrier was installed in
phase VI during this year inspection period of October 2023 to October 2024. Phase VI Radon barrier construction and inspection is ongoing as Engineering inspection Module 9.
For this inspection, all available records were examined including ES section approval forms, daily construction reports, location maps, and past liner construction. Energy Solutions
staff was interviewed and compliance withQA/QC revision 28c was evaluated. Several of the parameters were selected for review, including visually inspecting excavation and compaction
of the foundation and clay liner material, visually inspecting material testing, survey reviews, and inspecting paperwork for completeness and continuity.
As a result, no violations were observed during this inspection period. A closeout meeting was held with Shauna Watkins and James Cason on October 10, 2024, to go over the inspections.
As a result, the 2024 Engineering Module 2 Clay liner and Radon barrier construction inspections are considered closed out.
