HomeMy WebLinkAboutDSHW-2024-009170November 14, 2024 John Amato, Project Manager Refining Business Unit Chevron Environmental Management Company 324 West El Segundo Blvd. (MO-142) El Segundo, CA 90245 RE: Hydrolyzed Ionic Liquid Catalyst Release Response Post-Closure Permit Chevron Salt Lake Refinery UTD092029768 Dear Mr. Amato: The Division of Waste Management and Radiation Control has completed its review of your letter dated November 1, 2024, which attached areport of the Hydrolyzed Ionic Liquid Catalyst Release Response (the Report) prepared by AECOM. On September 26, 2024, Chevron verbally notified Division staff of a release of hydrolyzed ionic liquid catalyst from a frac tank on the same day, which over-topped at the Chevron Salt LakeRefinery. On September 27, Division staff met with both Chevron and AECOM personnel at the refinery and observed the soil cleanup effort. On October 10, 2024, Chevron followed up the spill with a written notice to the Divisionrequired by the requirements of the Chevron’s Post-Closure Permit. The Report summarizes the response activities to the spill following the Division’s Recommended Best Management Practices for Documenting Cleanup Actions for Releases of PetroleumProducts at Salt Lake Valley Refineries. The Report also include spill recovery, soil removal, waste characterization, soil confirmation sampling results, analytical laboratory reports, and data validation. The soil confirmation sampling results indicates that the soil impacts are below the US Environmental Protection Agency Regional Screen Levels for residential soiland threat to the groundwater criteriafor volatile and semi-volatile organic compounds. Soil arsenic concentrations are within the background levels found in Salt Lake County, Utah. The removed soil is below the TCLP thresholds, and therefore is not a characteristic hazardous waste. No further action is proposed for the spill. Based on our evaluation, Chevron has met all requirements for reporting and cleanup of the spill. The Report is approved, and the spill is hereby closed.
