HomeMy WebLinkAboutDDW-2024-013379 November 19, 2024 Ryan Ellsworth UDOT - Shingle Creek Highway Rest Stop 4501 South 2700 West PO Box 148250 Salt Lake City, Utah 84114 Subject:Operating Permit, Rest Stop Spring Rehabilitation (WS001); Shingle Creek Highway Rest Stop, System #13011, File #12214 Dear Ryan Ellsworth:The Division of Drinking Water (the Division) received your request for a (Permanent) Operating Permit for the Shingle Creek Highway Rest Stop with your submittal of 3 years of spring flow data on September 5, 2024. The Division issued a Temporary Operating Permit for this project on August 27, 2021. The Department of Environmental Quality Southwest District Engineer conducted an onsite final inspection of this project on June 29, 2021. Our understanding of the project was the rehabilitation of the spring collection area for the Rest Stop Spring (WS001). This included the demolition of the existing spring collection culvert; removal of deep-rooted vegetation throughout the fenced area; new fencing to establish a proper protected spring area; re-establishment of collection lines with impermeable liner and cover; and the construction of a new collection manhole with an overflow, hatch, air vent, and a flow measurement weir and staff gauge. The Temporary Operating Permit issued in 2021 was conditional upon you collecting 3 years of monthly spring flow data and submitting that data before December 31, 2024. That spring flow data has been received and reviewed to establish the safe yield of Rest Stop Spring (WS001). We previously received the following information for the Rest Stop Spring Rehabilitation: Design engineer’s statement of conformance with approval conditions. As-built or record drawings. Satisfactory bacteriological results as evidence of proper disinfection and flushing. Permanent Operating Permit for Rest Stop Spring (WS001) We have determined that all conditions of issuing an Operating Permit have been accomplished. On this basis, a PermanentOperating Permit for Rest Stop Springis hereby issued as constituted by this letter. Please maintain a copy of this letter with your permanent records for future reference.The yield of Rest Stop Spring (WS001) is determined to be 3.6 gallons per minute (gpm) based on the spring flow information we received. This yield is the basis for determining the maximum number of connections that the Rest Stop Spring can serve. Bacteriological Source Sampling This system is required to take monthly Escherichia Coli (E. coli) sampling at Water Rest Stop Spring (WS001) (assessment monitoring) during the operating period when the spring is accessible and shall continue for a minimum of 6 months. This schedule will begin April 2025. This sample is in addition to the monthly distribution system sample (DS001). Please label the source sample as WS001 (for both the facility ID and sample point ID) on all laboratory forms. Please contact Sitara Federico for any positive samples that may occur at the source at 385-515-1459 or sfederico@utah.gov. If any sample result comes back as E. coli positive, please contact the Division within 24 hours of being notified of the result. This monitoring is required to evaluate the quality of the water coming from Rest Stop Spring (WS001) to better protect public health. Additional monitoring and/or disinfection requirements may be assigned depending on the results of the assessment monitoring.Since this Permanent Operating Permit changes some of your monitoring requirements, the staff of the Water Quality Monitoring and Standards Section will follow up to provide an updated monitoring schedule to you.
