The contract was to complete the following: purge, open and enter confined space; clean out interior of USTs and conduct an inspection of the interior lining using NPLA Standard 631 and API 1631 nationally recognized industry standards; reseat lid to form airtight seal at entry point. A complete description of events is detailed below. NWTLI field crew arrived on site 1 November 2024 to perform UST lining inspection work. Excavation was required as manways were not available. Total depth to top of tanks from grade was 3-4 feet deep. USTs were purged with eductor-type air mover (venturi) to maximize air volume. Atmospheres inside each tank were checked for Lower Explosion Level (LEL). When LEL was at a safe level, tanks were opened using pneumatic tools. After each tank was opened, a certified confined space rescue worker entered each tank with supplied air hood and fully protected clothing. USTs were cleaned out and sludge was collected in 55-gallon barrels, and left on-site for owner disposal. FINDINGS ON USTs: Tank #1 Diesel was opened and cleaned out, interior striker plates were observed under fill and monitoring ports as required by EPA. Inspection of tank interior found no evidence of pitting, rusting, physical damage, water leakage, cracks, streaking, discoloration or other signs of structural instability of the tan k or lining; a visual inspection of tank linings was conducted and at least 98% of linings was visible for inspection; linings are still performing according to original design specifications. There was no evidence of lining peeling, blistering, wrinkled surface or surface roughening. NWTLI UST & AST Inspections Complete Site Compliance Testing & Upgrades Industrial Protective Linings & Coatings Fuel Polishing & Treatment 3 (888) TLC-TANK Tank #2 Regular was opened and cleaned out, interior striker plates were observed under fill and monitoring ports as required by EPA. Inspection of tank interior found no evidence of pitting, rusting, physical damage, water leakage, cracks, streaking, discoloration or other signs of structural instability of the tank or lining; a visual inspection of tank linings was conducted and at least 98% of linings was visible for inspection; linings are still performing according to original design specifications. Th ere was no evidence of lining peeling, blistering, wrinkled surface or surface roughening. All tank linings were in compliance with industry standards and found to be in good condition and free of any cracks, damage or de-laminations at the time of final inspection. This report certifies that these inspected USTs are suitable for continued use for a minimum of five (5) years. UST lids were reseated with gasket material and bolted on entry points of USTs. Photographs were taken to show work in progress, overall condition of tank s and lining material, locations of interior openings and tank equipment. Based on tests performed, lining systems of USTs appear to be in good condition. Prior UST upgrade by installation of epoxy lining material has met State of Utah’s UST rules and regulations, and Federal EPA’s requirements 40 CFR §280.21 Upgrading of existing UST systems (b) (1) and in §280.33 Repairs allowed; National Leak Prevention Association Standard 631 Entry, Cleaning, Interior Inspection, Repair, and Lining Underground Storage Tanks; API Standard 1631 Interior Lining and Periodic Inspection of Underground Storage Tanks. Owners of UST systems should confirm with State, local or other implementing agency on requirements for periodic lining inspections. NWTLI recommends an interior lining inspection within five (5) years from the date of this report. If applicable, cathodic protection system should be maintained by a state licensed Cathodic Protection technician. UST system owners and operators must maintain records that demonstrate compliance with the requirements set forth, and be made available for inspection, by the implementing agency.
