One permit deviation is being reported.
Sulfur content analysis of the fuel oil was completed using a certified diffcrent than the method
listed in the permit.
Permit Condition II.B.1 .b.l (a) requires sulfur content in the fuel oil and the pemrit includes
American Society for Testing Materials (ASI-M) Method D-4239-83, which is a method used to
determine sulfur content in coke or coal. We believe for fuel oil/ diesel oil the more appropriate
ASTM method is ASTM D-7039-15a.
Accordingly, SGA, cclnsistent with Utah Adm Code R307-415-7e, requests an administrative
permit amendment to correct the lab method, to delete "Method D4239-83* and replace with "D-
7030-1 5a or equivalent".
