Pursuant to Utah Administrative Code R307-326-6, HF Sinclair Woods Cross Refining LLC is required
to develop and submit for approval a procedure for minimizing VOC emissions during turnarounds.
For your information, the Reformer Unit (Unit 6), the Crude Unit (Unit 8), the Solvent Deasphalting Unit
(Unit 10), the Naphtha Hydrodesulphurization Unit (Unit l2), the Isomerization Unit (Unit l3), the Gas
Oil Hydrocracking Unit (Unit 20), and the NaHS Sour Gas Treatment Unit (Unit 2l) are scheduled for
turnaround in March 2023. Additionally, the Distillate Hydro-Treater (Unit l9) and the Sulfur Block
(Units 16, 17 , 1 8, and 22) are scheduled for turnaround in August 2023. The units will be shutdown
according to HF Sinclair's Standard Operating Procedures. The vessels will be de-pressurized and purged
to the flare and will not be opened and purged to atmosphere until the vessel pressure is below 5 psig and
below |I%LEL as prescribed by 40 CFR 63.643(c).
