ln compliance with paragraph 46d of the Holly Refrning and Marketing Company Consent Decree
entered July 2,2008, the following is the annual progress report for Holly's program to reduce NOx
emissions from controlled heaters and boilers.
Crude Heater 8H1 was decommissioned as of Ma! 28,2015.

3. Performance Test Results
Results of the performance tests on 8H1 and l2Hl were attached to the previous annual report dated
December 15, 2008. Results of the perfonnance test on #5 Boiler were attached to the previous annual
report dated December 22,2010. Results of the perfonnance test on #8 Boiler were attached to the
previous annual report dated Decemb er 3l , 2013 . No test is needed for the electric drive on the
replacement for the Clark Compressor ll-2, the decommissioning of the CO Boiler, or the restriction on
the FCCU Feed Heater.
4. Heaters and boilers scheduled to have NOx Coptrol Technoloey installed next calendar year
None.
Technoloe.v has been installed
Perrrit limits for NOx from 8Hl and 12Hl were proposed by Holly at a level of 0.10 lbs/mmBtu. The
established NOx permit limits for 8Hl and 12Hl incorporated into UDEQ permit DAQE-
AN0101230027-09 are 0.10 lbs/mmBtu. The permit limit for NOx from #5 Boiler was proposed by Holly
at a level of 0.03 lbs/mmBtu. The established NOx permit limit for #5 Boiler incorporated into UDEQ
pemrit DAQE-AN0101230036-10 is 0.03 lbs/mmBtu. The permit limit forNOx from #5 Boiler was
proposed by Holly at a level of 0.02 lbVmmBtu. The established NOx perrrit limit for #8 Boiler
incorporated into UDEQ permit DAQE-AN0101230041-13 is 0.02 lbs/mmBtu.
