Everett Director ERRC-001-23 January 4, 2023 Bikram Shrestha Linde Gas & Equipment Inc. 3930 Michigan Street Hammond, Indiana 46323 RE: Praxair 2300 East Voluntary Cleanup Program Site #C049 Salt Lake City, Salt Lake County, Utah Dear Mr. Shrestha: The Division of Environmental Response and Remediation (DERR) received a document entitled Proposed Remedial Action Plan (RAP), dated October 17, 2023, as part of Voluntary Cleanup Program (VCP) activities occurring at the Praxair 2300 East site in Salt Lake City, Salt Lake County, Utah. On October 22, 2022, a notice was published in the Salt Lake Tribune beginning a required 30-day public comment period for the RAP. Additionally, adjacent landowners were notified. As of the closure of the public comment period on November 21, 2022, the DERR had not received any public comments, either in writing or verbally, addressing the technical provisions or the scope of work proposed in the RAP. The DERR has reviewed the RAP and has no additional technical comments regarding the document itself. As such, the DERR accepts the RAP with the change noted in the next paragraph. While no public comments were submitted, the DERR spoke with Resident A during the public comment period. Based on the discussion, the DERR believes it is appropriate to conduct additional sampling beyond the monitoring proposed in the RAP for Residence A. Please propose a sampling strategy under the contingency plan of the RAP to evaluate current sub-slab soil gas conditions under Residence A. Additionally, the sampling strategy should propose indoor air sampling of rooms in the basement that have not been sampled during previous routine monitoring events. The data will be evaluated to determine next steps, if any. Page 2 Please begin the work proposed in the RAP as soon as possible and continue to keep the DERR informed of the schedule. The DERR will be on-site to evaluate the remediation work and to collect split samples, as applicable. Also, please submit a sampling work plan for Residence A as soon as possible.
