This project has met the conditions for receiving a plan approval. On October 25, 2024, the Division of Drinking Water (the Division) also received your request for an exception to Rule R309-550-7, Separation of Water Mains and Transmission Lines from Sewers and Other Pollution Sources for the interconnect project. This rule states specifically that the horizontal distance between pressure water mains and sanitary sewer lines shall be at least ten feet and that where a main and a sewer line must cross, the water main shall be at least 18 inches above the sewer line. Plan Approval Our understanding of the project is to construct a one-way interconnection between the Park City Water System (UTAH22011) and the Summit Water Distribution Company (UTAH22059). The pipeline will be owned by the Weber Basin - Summit (UTAH22147) water system. The interconnection will provide an approximate additional 2,400 gallons per minute conveyance capacity from the Park City Water System to the Summit Water Distribution Company. This project includes approximately 200 linear feet of 12-inch diameter and 16-inch diameter PVC pipe and approximately 11,620 linear feet of 18-inch diameter HDPE pipe, with all appropriate appurtenances and SCADA connectivity. The pipeline will have three water crossings that are designed to be isolated with sample taps along the length of the pipeline. There will be no connections on the new pipeline other than to Park City Water System and Summit Water Distribution Company. We have completed our review of the plans and specifications, stamped, and signed by Jon Oldham, P.E., dated October 25, 2024,and find they basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for the WCD Highway 224 Interconnectionare hereby approved. This approval pertains to construction only. An Operating Permit must be obtained from the Director before the water line may be put in service. A checklist outlining the items required for operating permit issuance is enclosed for your informationApprovals or permits from the local authority or the county may be necessary before beginning construction of this project. As the project proceeds, a notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled. This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter. Exception to R309-550(7) – Minimum Separation Requirements The basis for your request for an exception to R309-550-7 is that due to existing sanitary sewer depths, the water line will need to cross below at one location. You propose that burying the new 18-inch diameter pipeline at least 18-inches below the existing sewer line will provide equivalent protection for public health to meet the intent of the rule. The new 18-inch diameter HDPE pipe will be butt fused under the sewer crossing. Due to the butt fusing gaskets are not required and the pipeline is considered restrained, reducing the risks of the water line leaking. On this basis, an exception to R309-550-7, Separation of Water Mains and Transmission Lines from Sewers and Other Pollution Sources, is hereby granted for the water line at approximately Station 112+12.This exception may be rescinded any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to this exception. Please maintain a copy of this letter with your permanent records for future reference.
