Everett Director ERRC-080-24 June 3, 2024 Jeremy Smith Ogden City Redevelopment Agency 2549 Washington Boulevard, Suite 420 Ogden, Utah 84401 Re: Action Requested to Address Previous Review Comments 4-C Laundromat VCP #C115, 856 East 25th Street, Ogden, Weber County, Utah Dear Mr. Smith: Since the completion of the soil excavation in July 2023, the Division of Environmental Response and Remediation (DERR) has conducted various visits to the 4-C Laundromat Voluntary Cleanup Program (VCP) Site (herein referred to as “Site”) to evaluate the status. As you are aware, construction and renovation activities are occurring at buildings around the Site. Due to the changing nature of the area, it is essential that previous DERR comments are addressed. Initially, Ogden City should focus on the January 4, 2024, Site Characterization Report General Comment #2) “With respect to the above comment, please include groundwater monitoring as a component of the remedy. A baseline sampling event should be proposed prior to implementing the proposed remedy so that the effectiveness of the remedy can be evaluated with respect to the baseline conditions and cleanup goals. This should include any deep wells to ensure that the extent of contamination has been sufficiently evaluated.” and General Comment #3) “The apartment building at 846 East 25th Street is presumed to be vacant. As a precaution, please work with the landowner to ensure that possible exposure to any inhabitants does not occur.” The purpose of this letter is to request that Ogden City propose a schedule to address the comments and conduct additional actions at the Site to ensure protection of human health and the environment.
