HomeMy WebLinkAboutDDW-2024-013098 November 6, 2024 Jim Smith Wasatch Wings and Clay PO Box 289 Cedar Valley, Utah 84013 Subject:Temporary Exception to R309-510-8(1)(a), Storage Sizing; Wasatch Wings and Clay, System #25180, File #17069 This Temporary Exception Expires on October 31, 2027 Dear Jim Smith, On October 16, 2024, the Division of Drinking Water (the Division) received your request for an exception to Rule R309-510-8(1)(a) regarding storage sizing. According to this rule, a public water system shall provide equalization storage volume, to satisfy average day demands for water for indoor use and irrigation use. Wasatch Wing And Clay is a small business operating in Cedar Valley, Utah County, to provide services for shooting sports and upland game hunting. There is a building on-site used to conduct business with no full-time occupancy. The distribution system was separated from the fire suppression system, but both were supplied by the 25,000-gallon wet well. The 25,000-gallon wet well is identified as NF001 in the Division’s database. The distribution system has low overall demand resulting in low circulation and poor water quality. The submersible well pump for Well No. 13501 (WS001) is powered by a solar power system with supplemental generators. The generator is used as needed for charging the batteries and powering the system outside of the normal requirements. Exception Request The basis for your request for an exception to R309-510-8(1)(a) is as follows: The Wasatch Wing and Clay is a business that does not provide any private or public lodging. It is transient in nature. Therefore, storage is unnecessary to maintain operations since the source yield is much greater than the demand. If a shortage was observed, then the facility would close until service was reestablished. The flow rate from Well No. 13501 (WS001) is 15 gallons per minute (gpm) which is much greater than the source and storage capacity requirements. The Well No. 13501 (WS001) doesn’t supply any outdoor water. Based on Table 510-2 from R309-510, Minimum Sizing Requirements, a transient non-community has a peak day source demand of approximately 400 to 800 gallons per day (gpd) per connection. You propose to disconnect the 25,000-gallon wet well (NF001) from the distribution system to improve water quality while maintaining the current power system including backup power for Well No. 13501 (WS001). On this basis, an exception to R309-510-8(1), Storage Sizing, is hereby granted for Wasatch Wings and Clay (UT25180) with the following requirements: This Temporary Exception expires onOctober 31, 2027. Submit evidence that the 25,000-gallon wet well (NF001) has been disconnected from the drinking water system and Well No. 13501 (WS001) is directly connected to the building in accordance with R309-500, Facility Design and Operation requirements. You will be required to re-submit an exception request along with confirmation that all conditions outlined in this temporary exception have been fulfilled and obtain an exception renewal prior to October 31, 2027. Exceptions granted by the Division include an expiration date to ensure that the basis and conditions for granting the exception are verified periodically and that the drinking water quality remains protected. After receiving your request, the Division will determine whether this exception can be re-issued. Failure to request the re-evaluation of this exception and obtain an exception renewal by October 31, 2024, will result in the activation of the deficiency related to not having sufficient storage capacity. This Temporary Exception may be rescinded any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to this exception.The issuance of this exception temporarily resolves your water system’s deficiency related to V032.
