General System Information
Exception Granted: R309-550-7(1) | The basis for your request for an exception to R309-550-7(1) is that due to the proximity of the proposed sewer
and elevation constraints, several 1” culinary water laterals will come into close proximity of sewer laterals. You propose to sleeve the proposed 4
inch sewer laterals in 6 inch PVC SDR35 casings and the proposed 1” culinary laterals will be sleeved in 4 inch PVC SDR35 pipe casings to meet
the intent of the rule. All casings will be installed at a length of 10 feet perpendicular from the sewer.
Exception Granted: R309-550-7(1) | The Fremont Meadows Subdivision Ph 2 consists of 12 lots located at 4475 West and 1900 North, Plain City,
Utah. The gravity sewer system is shallow due to elevation constraints. There are two sewer crossings that will come short of the 18 inch vertical
clearance. The groundwater in the area is shallow due to nearby irrigation canals.
Exception Granted: R309-550-7(1) | The basis for your request for an exception to R309-550-7(1) is that due to the proximity of the proposed sewer
to the culinary water, the proposed 4” sewer laterals will be sleeved in 6” PVC SDR35 pipe casings, the proposed 1” culinary laterals will be sleeved
in 4” PVC SDR35 pipe casings, and the proposed 8” culinary main will be sleeved in 12” PVC SDR35 pipe casings. All casings will be installed at a
length of 10’ perpendicular from the sewer. PVC casing is being used due to the corrosivity of the soils.
Exception Granted: R309-550-7(1) | The basis for your request for an exception to R309-550-7(1) is that due to the shallow depth of the existing
sanitary sewer, the proposed water line must cross above proposed sewer laterals with less than 18 inches of vertical separation at three locations.
Exception Granted: R309-550-7(1) | The site is located at 1200 North and 4925 West in Plain City. This phase consists of 36 single-family
residential lots. Due to the shallowness of the existing sanitary sewer in the area, one of the proposed 4” sewer laterals will be cased in a 6” PVC
SDR35 casing and an 8” PVC C900 water main will be cased in a 12” PVC casing. The casings will be installed perpendicular and centered to the
crossings with 10’ of casing on both sides. PVC casing is being used due to the corrosivity of the soils. The groundwater table is approximately 6’
in the area.
Exception Granted: R309-550-7(1) | Due to the shallowness of the existing sanitary sewer in the area, two proposed 4-inch diameter SDR35 PVC
sewer laterals must be installed approximately six inches above the existing 6-inch diameter C900 PVC drinking water line.
Exception Granted: R309-550-7(1) | A subdivision is being built within the Bona Vista Water District water system located at
approximately 1600 West 2000 South in West Haven. Phase 3 of this development consists of 7
multi-family residential buildings. The shallowness of the existing sanitary sewer, that is being
extended, prevents the typical clearance distances from other utilities.
Exception Granted: R309-550-7(1) | The basis for your request for an exception to R309-550-7(1) is that due to the shallow depth of the existing
sanitary sewer mains in the area, the new 6-inch diameter sanitary sewer laterals cannot be installed at least 18 inches below the proposed water
lines at two locations. At each of these locations the sewer lateral must cross beneath the waterline with less than 12 inches of clearance.
Exception Granted: R309-550-7 | A subdivision is being built within the Bona Vista Water District water system located at
approximately 2200 North 3600 West in Plain City. Phase 2 of the subdivision consists of 6
single-family residential lots. A new sewer main will be installed as part of this project. Due to
the shallowness of the existing sewer, the new sewer main extension will be shallow as well and
prevent typical clearance distances from other utilities. Two water service laterals will need to be
installed 6 inches above the sewer main. The water services cross perpendicular to the sewer main
but otherwise maintains the 10-foot minimum horizontal distance. Groundwater is estimated to be
6 feet below the surface in this area.

Exception Granted: R309-550-7(1) | The basis for your request for an exception to R309-550-7(1) is due to the shallowness of the existing 6-inch
class 200 PVC water main the proposed 2-inch diameter sewer force main laterals will be sleeved in 4-inch PVC SDR35 pipe casing that extend ten
feet perpendicular from the point of the water sewer crossing. All four residential lost the sewer laterals will be installed within 6-inches vertically
below the existing water line. For vacant lot, the sewer laterals will be installed within18-inches below the existing water line. The local site contains
sandy loams soils with approximately five feet to the water table. In addition, the local water line is operated at 80-90 psi.
Exception Granted: R309-550-7(1) | The basis for your request for an exception to R309-550-7(1) is due to the shallowness of the existing 6-inch
class 200 PVC water main the proposed 2-inch diameter sewer force main laterals will be sleeved in 4-inch PVC SDR35 pipe casing that extend ten
feet perpendicular from the point of the water sewer crossing. For lots 1 and 2, the sewer laterals will be installed within 18-inches vertically below
the existing water line. For last 3 through 7, the sewer laterals will be installed within 6-inches below the existing water line. The local site contains
sandy loams soils with approximately five feet to the water table. In addition, the local water line is operated at 80-90 psi.
Exception Granted: R309-550-7(1) | Cooperwoods is a development is a proposed community that is located at approximately 700 West and 2150
North in Harrisville City. This exception only considers the 15 residential town homes and one commercial building that require an exception to the
separation of existing water and proposed sewer lines. The depth of the Harrisville City sewer lines is relatively shallow to maintain gravity
discharge to the local wastewater treatment plant due to the relatively flatness of the area.
Exception Granted: R309-550-7(1) | Diamon E Subdivision is a proposed community that is located at approximately 3200 West and 2600 North in
Plain city. This community consists of several phases and this exception only considers the first phase of 29 residential single family homes, of
which 27 locations require an exception to the separation of water and sewer lines. The depth of the Plain City sewer lines are relatively shallow to
maintain gravity discharge to the local wastewater treatment plant due to the relatively flatness of the area.
Exception Granted: R309-550-7(1) | The 1465 South 1200 West consist of four commercial lots located in Marriott-Slaterville City, in Weber County,
Utah. The depth of the Pleasant View City sewer lines are relatively shallow to maintain gravity discharge to the local Wastewater Treatment Plant
due to the relatively flatness of the area.
Exception Granted: R309-550-7(1) | The Dutch Brothers is retail shop located at approximately 1738 West on 2700 North in Pleasant View City, in
Weber County. The depth of Pleasant View City wastewater sewer lines are relatively shallow to maintain gravity discharge to the local Wastewater
Treatment Plant due to the relatively flatness of the area.
Exception Granted: R309-550-7(1) | The basis for your request for an exception to R309-550-7(1) is that during your review of the water line plans
for the West Park Subdivision Phase 2 Water Line Project (DS001) you identified 32 instances where the existing sanitary sewer main in the area is
shallow and prevents the proposed water main and laterals from maintaining the rule required vertical spacing for the sewer main and/or laterals.
Exception Granted: R309-550-7(1) | The basis for your request for an exception to R309-550-7(1) is that during your review of the water line plans
for the Happy Days Estates Subdivision Phase 2 Water Line Project (DS001) is it was discovered that the existing sanitary sewer main in the area
is shallow which prevents the proposed 8-inch diameter PVC C900 water from maintaining the rule required vertical spacing. The water mains will
be sleeved in 12-inch diameter PVC SDR35 pipe casing and water laterals in 8-inch diameter PVC SDR-35 pipe casings in seven areas.
Exception Granted: R309-550-7(1) | The basis for your request for an exception to R309-550-7(1) is that during your review of the water line plans
for the West Park Subdivision Phase 1 Water Line Project (DS001) is it was discovered that the existing sanitary sewer main in the area is shallow
which prevents the proposed 8-inch PVC C900 water main to be 18-inch above the new 4-inch PVC SDR-35 sewer laterals in 11 areas. The
proposed water mine will be constructed approximately 6-inches above the sewer main and sewer laterals.
Exception Granted: R309-550-7(1) | Due to the shallowness of the existing sanitary sewer, a total of fourteen (14) water and sewer crossings will
not meet the requirements of the rule. The sewer lateral will cross beneath the water main with at least 6-inches of vertical clearance at eleven (11)
of these crossings. At the remaining three (3) crossings, the sewer lateral will cross over the water main with 6-inches of vertical clearance.
Exception Granted: R309-550-7(1) | Bona Vista Water District is unable to meet the required separation of water mains and transmission lines due
to the shallowness of the existing sanitary sewer lines.
Exception Granted: R309-550-7(1) | Bona Vista Water District intends to upgrade the old 6-inch waterline in the street to an 8-inch PVC pipe. The
site is located on 225 West from 1500 North to 1600 North in Harrisville, Utah. It consists of the installation 700-feet of 8” pipe and reconnection of
12 homes. The waterline will cross six sewer laterals on the east side, that are higher in elevation than the water main.

Exception Granted: R309-550-7(1) Minimum Separation Requirements | it was discovered that the existing sanitary sewer main in the area is
shallow which prevents the proposed 8-inch PVC C900 water main to be 18-inch above the new 4-inch PVC SDR-35 sewer laterals in 8 areas. The
proposed water mine will be constructed approximately 6-inches above the sewer main and sewer laterals.
Exception Granted: R309-550-7(1) Minimum Separation Requirements | The basis for your request for an exception to R309-550-7(1) is that the
existing sewer line in the area was constructed shallow so that new 8-inch PVC sewer main within this project must also be shallow.
Sunset Meadows Phase 1 subdivision water line project at 2900 West and 2200 North in Plain City. Eleven of the new sewer lateral connections
and two sewer line mains will cross the subdivisions new 8-inch C-900 PVC water line with only a 6-inch vertical separation and in some cases the
sewer line will cross above the water line.
Exception Granted: R309-550-7(1) | During the construction of the water line it was discovered that an existing North Ogden City water line was
mis-located on the plans and in the field within Flagg Road; Therefore, this new water line had to be relocated to the opposite side of the road
where at the time it appeared they could maintain the required separation from the existing sewer line and manholes. However, during preparation
of the water line as-built drawings, further investigation indicated that for approximately 160-feet within Flagg Road, the new water line was closer
than the required 10-foot horizontal separation from the existing sewer line. The existing 6-inch North Ogden City concrete sewer line is
approximately 30 years old and is buried between approximately 14-feet and 9-feet deep. The new water line has approximately 5-feet of burial
cover which meets the vertical separation requirements of at least 18-inch (there is approximately 5 to 8 feet of vertical separation).
Exception Granted: R309-550-7(1) Minimum Separation Requirements | New water and sewer lines are proposed to be constructed at a
development located at 1100 West and Wilson Lane in West Haven City. The basis for your request for an exception to R309-550-7(1) is that the
existing sewer main that the new gravity sewer line will connect to is shallow. Therefore, the proposed 12-inch water line will need to cross below
the proposed new 8-inch PVC sewer main in two locations near the southwest corner of the development in order to maintain appropriate ground
cover to protect from freezing.
Exception Granted: R309-510-5 Source Reduction | Along with a spring and a well, the District purchases water from both Weber Basin Water
Conservation District (WBWCD) and from Ogden City. The District has a Supervisory Control and Data Acquisition (SCADA) system that reads and
records flows of the Farr West Well (WS003), Ogden Spring (WS002), WBWCD and Ogden City consecutive connections as well as the system
tank levels in two hour increments providing downstream demand. In general, SCADA data was used to determine peak day demands by first
identifying the peak month for each year using monthly data and then reviewing the SCADA data for the month. The day with the highest peak flow
was identified and used for peak day demand, with a diurnal curve being developed for each of the identified peak days. This was done for 2015,
2016, and 2017.
•In 2015, July 29 was shown to be the peak day with a peak instantaneous flow of 0.30 gallons per minute (gpm)/ERC or 426 gallons per day
(gpd)/ERC.
•In 2016, August 3 was shown to be the peak day with a peak instantaneous flow of 0.28 gpm/ERC or 409 gpd/ERC.
•In 2017, August 2 was shown to be the peak day with a peak instantaneous flow of 0.28 gpm/ERC or 405 gpd/ERC.
The District chose to use the peak instantaneous demand as a conservative value for peak day demand. This approach provides a safety factor to
the demand numbers and accounts for some of the uncertainties in the data. The highest peak day demand identified in the 3 years of data
analyzed was on July 29, 2015 with a value of 0.30 gpm/ERC or 426 gpd/ERC.
In addition to using the highest peak day demand of the last three years, the District chose to apply an additional safety factor of 1.4 which results in
an approximate peak day demand of 0.41 gpm/ERC or 600pgd/ERC.
Another safety factor to consider is that the District has multiple sources and types of sources connected within the water system: WBWCD, Ogden
City, the Farr West Well, and North Ogden Springs. WBWCD’s service includes three wells and two metered connections, for a total of eight
independent sources connected to the water system.
Exception Granted: R309-550-7 Minimum Sep | The existing sanitary sewer is buried shallow due to the shallowness of the water table in the area
requiring the new 8-inch SDR-36 PVC sewer line to also be shallow so that it can tie into the existing sewer line. Therefore, the proposed water line

will need to be installed 6-inches below the new sewer line in three (3) locations: Stations 11+25 and 11+75 on 2400 North and Station 13+10 in
3975 West.
Exception Granted: R309-550-7 Minimum Separation | 18-inch vertical separation of 8-inch C-900 PVC water line to 10-inch PVC existing sewer
main. Sewer is buried shallow so water line will be below sewer. 10-foot horizontal separation will be maintained. The sewer main is approximately
20 years old and is considered to be in good condition.
