SUBJECT: January 14, 2010 DUSA Response Letter; November 25, 2009 DRC Request for
Information (RFI) on Engineering Inspection Module 75E;
Response Review and Request for Information
We received your letter dated January 14, 2010 subject as above. We have reviewed the
information submitted, as discussed below:
1. Attachment 1 of the subject DUSA letter provides two photographs of installation of a mb
sheet beneath the recycle pipe at the top of the southwest comer of Cell 4A, as requested by our
subject letter of November 25, 2009. These photos appear satisfactory.
2. Attachment 2 shows a proposed change to an excerpt of the 4A BAT Monitoring,
Operations and Maintenance Plan (O&M Plan) on page 3 of the plan, as recommended by our
letter of November 25, 2009. The change adds an item g, which states,
"g) Rub Protection Sheets - In addition to the splash pads described in f) above,
mb sheets are installed beneath all piping entering or exiting Cell 4A that is
not located directly on the splash pads."
Former item g, is also changed, to be item h in the plan.
It appears this change satisfies our recommendation, that the O&M Plan be modified to
require all pipelines entering or leaving Cell 4A be maintained with a mb sheet beneath
them.

3. Attachment 3 shows a proposed change to an excerpt of the DMT Plan, paragraph 3.3
(page 10), as recommended by our letter of November 25, 2009. This change adds an item b, to
the paragraph which states,
"b) a 4 ft. buffer is maintained at the periphery of the storage area which is absent bulk
material in order to assure that the materials do not encroach upon the boundary of the
storage area: and"
Former item b, in paragraph 3.3 is also changed, to be item c in this paragraph of the DMT
Plan.
It appears this change satisfies our recommendation that DUSA establish minimum
distances between the feedstock storage fence and feedstock materials.
4. Attachment 4 shows a proposed change to an excerpt of the DMT Plan, paragraph 2.1 .p
(page 3). This change is proposed by DUSA to alert mill staff to reporting requirements of
Ground Water Discharge Permit in Parts I.D.6 and I.G.3., with respect to the leak detection
system in Cell 4A. This change adds the following sentence to paragraph 2.1.p:
"In addition, the requirement to notify the Executive Secretary in accordance with Parts
I.D.6 and I.G.3 of the Groundwater Discharge Permit must be adhered to when the
solution level trigger for Cell 4A has been exceeded."
This change is acceptable.
The above proposed changes to the O&M and DMT Plans are acceptable. We request complete
copies of the revised plans, including the proposed changes above, be submitted for final review
and approval. Copies of these plans must incorporate new revision numbers for the plans.
From a telephone message left to you on this subject by Mr. David Rupp on February 2, 2010, you
committed by email the same date that DUSA will provide the requested copies of these plans, as
noted above, to DRC within 45-calendar days of receipt ofthis letter. If you have any questions
on the above, please contact Mr. Rupp.
