Nathan, I appreciate the clarification regarding the physical disconnection of the spring. Zack has already taken the necessary steps to cap the downstream line and install a bypass line to discharge the spring flow to the creek, effectively marking the spring as inactive. Sarah, as requested, I’ve attached photos documenting the physical disconnection of the spring from the system. We are committed to ensuring that any future use of the spring as a drinking water source will fully comply with the requirements outlined in the letter. We understand that if the need arises to use water from the spring in the future, the Division will consider proposals to temporarily reconnect the spring, provided that the necessary steps are taken to achieve the required inactivation of Giardia. We will ensure that any such actions are undertaken only with the Division’s prior approval. If there are any further questions or if additional information is needed, please don't hesitate to reach out. We look forward to closing this matter once all the required documentation is submitted. Thank you again for your guidance and support. 11/5/24, 9:58 AM State of Utah Mail - Groundwater Under the Direct Influence Determination and Order to Treat: Fruitland SSD UTAH 07058 https://mail.google.com/mail/u/0/?ik=a1ba12cf75&view=pt&search=all&permmsgid=msg-f:1813723335630998784&simpl=msg-f:1813723335630998784 1/3 Best, Judy Wilkerson 11/5/24, 9:58 AM State of Utah Mail - Groundwater Under the Direct Influence Determination and Order to Treat: Fruitland SSD UTAH 07058 https://mail.google.com/mail/u/0/?ik=a1ba12cf75&view=pt&search=all&permmsgid=msg-f:1813723335630998784&simpl=msg-f:1813723335630998784 2/3 Clerk, Fruitland Special Service District Office 435-548-2399 On Thu, Aug 22, 2024 at 3:30 PM Sarah Page <sepage@utah.gov> wrote: Thank you, Nathan! Zack and I spoke this week. I confirmed with him that this letter serves more as a paper trail/record for the Division, and that we understand that the spring has been physically disconnected from the system. I asked for the following information to serve as a formal response to the letter: 1) Photos of the physical disconnection of the spring for our records. 2) Written confirmation that the system will comply with all requirements in the letter if they wish to use the spring as a drinking water source in the future. Zack, please let us know if you have any questions, and we can close this for now once we receive your formal response. Fruitland is working on ways to get along without the spring until they figure out next steps for it, but they have been informed that if they need the water from the spring the Division will entertain proposals to use the spring temporarily with enough CT to achieve the required inactivation of Giardia. If they go down this path they will need to dig up the spring and reconnect it with valves - after approval from the Division.
