Director September 4, 2024 Levi Gabriel Jones Moab City 217 East Center St. Moab, UT 84532-2439 Subject: Notice of Confirmation Sampling and Increased Monitoring Requirements for Moab City, UTAH10003 Levi Gabriel Jones: According to the Division of Drinking Water’s (the Division) records, samples were collected from the Spring #3 (identified as WS003) and the Snakel Spring (WS012) on August 20, 2024. The results of the analysis show cadmium was detected at 0.0055mg/L in Spring #3 and that turbidity was found at levels of 11.6 NTU in the Snakel Spring. The maximum contaminant level (MCL) for cadmium and turbidity is 0.005mg/L and 5 NTU respectively. These results trigger confirmation sampling and increased routine monitoring requirements. Confirmation Turbidity Sampling at Snakel Spring Pursuant to Utah Administrative Code (UAC) R309-205-8(2), please collect 3 additional turbidity samples from the Snakel Spring by September 20, 2024. The intent of this requirement is to capture turbidity readings over a 30-day period. For the most accurate results, please space out turbidity sampling so that one sample is collected per week. Please label samples as collected from facility and sampling point ID WS012 on all laboratory paperwork and send the results directly to dbkruse@utah.gov when they are available. Elevated turbidity levels can be due to iron and manganese present in source groundwater. Although not required, the Division recommends that Moab City collect iron and manganese samples concurrently with the 3 confirmation turbidity samples. In the event that the manganese samples show concentrations above certain levels, Moab City can apply for available funding to install manganese treatment. Levi Gabriel Jones Page 2 of 2 Increased Routine Monitoring at Spring #3 Pursuant to UAC R309-205-6(3)(g-h), Moab City is now required to collect quarterly cadmium samples at Spring #3. These samples will be required in each quarter which Spring #3 provides water to the distribution system. Compliance with the cadmium MCL is based on a running annual average (RAA). This means that a violation will not be issued until there are four quarters of cadmium results. If after one year of quarterly sampling the RAA for cadmium at Spring #3 exceeds the MCL of 0.005mg/L, the water system will be issued a water quality violation and public notice will be required. The next cadmium sample will be due sometime between 10/01/2024-12/31/2024. Due to the low levels of metals detected in Spring #3 in past sampling events, Spring #3 was previously on a reduced monitoring schedule in which only one inorganics and metals sample was required per nine-year compliance cycle. Following this exceedance, the reduced monitoring waiver has been revoked, and inorganics and metals and sulfate sodium and TDS samples are now due every three years. The next sample for the complete suite of inorganics and metals and sulfate sodium and TDS will be due sometime between 01/01/2026-12/31/2028.
