HomeMy WebLinkAboutDERR-2024-011840 Hello Liberty - As we discussed by phone yesterday, I am providing this email follow-up and status update regarding Larry H. Miller's (CTP DEV) plans during the next few months pertaining to the former ABF Freight LUST Site (Site). During 2024, Tetra Tech has supported CTP DEV by performing routine operation and maintenance of the existing remediation system (containment/recover trench) located at the northwest corner of the site. During early October 2024, the remaining four USTs that were operated by ABF Freight were permanently closed and removed by CTP DEV with Utah DERR oversight by DeAnn Rasmussen, and the tanks were observed to have released diesel fuel based on visual observations and post-UST removal sample results. Also, power to the property has been shut off in anticipation of demolition activities, and as such - the existing remedial system is no longer operating. Because these four USTs have PST Fund insurance coverage and the original Diesel LUST release does not, CTP DEV and Tetra Tech anticipate working with you and Chris Howell (PST RA Branch), plus Mike Pecorelli and his assigned project manager (PST EAP Branch), to develop a wholistic approach for corrective action to address both releases concurrently. The following next steps are anticipated as part of this work in accordance with the LUST program regulations: 1. Spackman Enterprises will submit to DERR the UST Closure Report with the laboratory results for the recent four UST closures. 2. CTP DEV and Tetra Tech would like to meet with DERR's assigned Project Managers, Branch Managers, and Morgan Atkinson (Program Manager) to discuss the integrated approach for corrective action. 3. Tetra Tech will submit a revised Corrective Action Plan (CAP) presenting the approach for advancing overall Site remediation for DERR approval. 4. Tetra Tech is coordinating with subcontractors to remove free liquids from tanks, piping, and oil-water separators, and to abandon the collection sump in the northwest corner of the Site prior to site demolition. 5. CTP DEV and its contractor will demolish above-ground structures and floor slabs/foundations to enable access for corrective action implementation. 6. CTP DEV will retain (a) remediation contractor(s) to implement the program presented in the CAP. 7. Tetra Tech will support CTP DEV with environmental oversight and technical direction during CAP implementation and prepare a LUST Site Closure Report upon completion of the work to pursue LUST site closure for both releases. We will communicate with you near-term to schedule the meeting described under Item 2 above. Please let us know if you have questions in the meantime. I invite CTP DEV's representatives (Carl and Matt) to add to my summary if they have additions to this summary; and I invite you to share this correspondence with your DERR colleagues as you choose.
