l't Semiannual Compliance Report of 2024
Attached is Big West Oil, LLC's (BWO) l't half of 2024 semi-annual report for 40 CFR 60 Subparts J
and Ja, as required by 40 CFR 60. 107(c) and 60. l08a(d) for the refinery located in North Salt Lake, Utah.
Equipment identified in this report is regulated by Utah Depaftment of Environmental Quality (UDEQ)
Approval Order DAQE-AN101220081-24,dated May 6, 2024.This report addresses operations from
January 1 through June 30, 2024, for the following sources:
. All affbcted refinery flares, consisting of the South Flare and West Flare. These sources are
subject to NSPS Subpart Ja in accordance with Utah PMro and PMz s State Implementation Plan
(SIP) Sections IX.H.l .g.v.A and IX.H.1 1 .g.v.A, respectively.o The refinery fuel gas system is subject to NSPS Subpart Ja for HzS in accordance with Utah
PMro and PMz s SIP Sections IX.H.l.g.ii.A and IX.H.l l.g.ii.A, respectively.. The Millisecond Catalyic Cracking Unit (MSCC) Regenerator is subject to NSPS Subpart J for
all regulated pollutants (CO, SOz, and PM) per the 2013 BWO Consent Decree.
Refinery Flares:
The South and West Flares serve all process units in the refinery and are subject to 40 CFR 60 Subpart Ja.
Each flare is subject to the following Work Practice Standards:
r $60. 1 03a(h): 162 ppm HzS on a 3-hour rolling average;. S60.103a(c)(1Xi): 500 lb SO2 emitted from aflare in any24-hour period;o $60. l03a(cX l Xii): Discharge to a flare in excess of 500,000 scf above the baseline in any Z4-hour
period.
This report addresses the standards at $60.103a(c)(1)(i) and (ii). During the reporting period, there was
one event that required the completion of a Root Cause Analysis and Corrective Actions Analysis per
$60.103(c)(1)(i) or (ii). Details of any exceedances of the HzS 3-hour rolling average limit are included in
the quarterly State Electronic Data Reports (SEDR) submitted to UDEQ for purposes of UAC R307- 170-
9 and are therefore not addressed in this report. Details of any exceedances of the emissions limits at
60.l02a(g)( I )(ii) are included in the quarterly SEDRs submitted to UDEQ for purposes of UAC R307-
170-9 and, therefore, are not addressed in this report.

Amine Unit/Refinery FuelGas System:
BWO's Amine System/Refinery Fuel Gas System is subject to requirements within 40 CFR 60 Subpart
Ja. In accordance with Utah PMz s SIP Section IX.H.1 l(g)(ii)(A), BWO shall comply with specified
applicable requirements within 40 CFR 60 Subpart Ja for HzS content within refinery fuel gas. This
includes the following limits (within 60.102) and work practice standards (within 60.103):
$60.102a(g)(1)(ii): 162 ppmvd on a 3-hour rolling average basis;
$60.102a(g)(1Xii): 60 ppmvd on a 365-day rolling average basis (same citation as 3-hour rolling
average limit).
$60.103a(c)(2): each exceedance of the 162 ppmvd HzS limit if the SO2 discharge to the
atmosphere is 227 kg (500 lb) greater than the amount that would have been emitted if the
emissions limits had been met during one or more consecutive periods of excess emissions or any
24-hour period, whichever is shorter.
MSCC Regenerator:
BWO operates a MSCC Regenerator, which is subject to 40 CFR 60 Subpart J for PM, CO, and SOz.
The MSCC is subject to the following emissions limits and work practice standards:o $60.102(a)(1): 1.0 lb PM/1000-lb coke burn;o $60.102(a)(2): 30%o opacity on a six-minute average, except for one 6-minute reading per hour;o $60. I 03(a): 500 ppmvd CO on a one-hour average;
. $60. l0a@)( I ): 50 ppmvd SOz on a 7 -day rolling average;o $60.104(d): A minimum of 22valid days of data shall be obtained per 30 rolling successive
calendar days when complying with $60.104(bX1).o $60.105(a)( 13): Additional monitoring requirements if insufficient valid monitoring data is
available for purposes of $60. 1 0 (d).
This report addresses any deviations for the SOz limit at $60.104(b)( I ) and to the monitoring work
practice standards at $60.104(d) and $60.105(a)(13).
Evaluation for compliance with PM limit established in $60.102(a)(1) is determined via performance
testing. This performance test was conducted on December 15,2023, and was included in the
corresponding Consent Decree (CD) report submitted to UDEQ and EPA. Details of any exceedances of
the limits at $60.102(a)(2), $60.103(a), and $60.104(b)(1) are included in quarterly SEDRs submitted to
UDEQ for purposes of UAC R307-170-9 and are excluded from this report unless noted otherwise.
Alignment with State Ouarterllz Reports:
Monitoring system performance for all regulated continuous emission monitoring systems (CEMS) and
continuous opacity monitoring systems (COMS) for the following sources and pollutants are reported per
$60.7(c) and R307-170-9 as part of the SEDRs submitted to UDEQ:o South Flare (HzS, Total Reduced Sulfur);o West Flare (HzS, Total Reduced Sulfur);. MSCC Regenerator (SO2, CO, Oz, and Opacity);. Amine System/Refinery Fuel Gas System (H2S).
These SEDR reports also address all CEMS and COMS downtime, cylinder gas audits (CGAs), and
relative accuracy test audits (RATAs). BWO has submitted a report for the first quarter of 2024 and will
submit the second quarter 2024 report on or before luly 30,2024.
