Department of Environmental Quality, Division of Environmental Response and Remediation (UDEQ/DERR) to summarize groundwater monitoring and sampling at the Portland Cement OU3 Site (Site) for June 2023. This sampling aims to determine the effectiveness of the selected remedy established in the Record of Decision (ROD) for Operable Unit Three (OU3). OU3 addressed contaminated groundwater in the shallow aquifer. The scope of this investigation included recording water level measurements and collecting groundwater and surface water samples for dissolved and total metal analysis. Activities associated with the June 2023 annual monitoring and sampling event took place from June 12 – June 20, 2023. 2.0 PURPOSE AND OBJECTIVES The purpose of groundwater and surface water monitoring is to provide information as to the concentrations and distribution of contaminants at the Site. As specified in the Portland Cement OU3 ROD, long-term monitoring will continue until cleanup goals are attained. The scope of the long-term monitoring program includes groundwater/surface water sampling and analytical data interpretation. The objectives of long-term monitoring are: • To determine if contaminants are migrating off-site; • To determine if contaminants are migrating to the intermediate aquifer; • To determine the effectiveness of the selected remedy in reducing contaminants to their respective cleanup goals; and • To determine if contaminant concentrations in the city drain exceed performance standards. These objectives are achieved by collecting, analyzing, and evaluating samples from monitoring wells and the city drain. Analytical results are compared to cleanup goals and previous analytical data. 3.0 PROJECT MANAGEMENT Field activities associated with the June 2023 groundwater monitoring and sampling event were conducted by Tony Howes the UDEQ/DERR Project Manager. Groundwater and surface water samples were shipped to Bonner Analytical Testing Company in Hattiesburg, Mississippi as specified by the EPA Contract Laboratory Program (CLP). Samples were also submitted under chain of custody to Chemtech-Ford Laboratories in Sandy, Utah for pH, total dissolved solids (TDS), and chromium-6 analysis. 4.0 SITE DESCRIPTION AND HISTORY The Site is located in Salt Lake City, Utah on the west side of Redwood Road (1700 West) at 1000 South, within a triangular area defined by Indiana Avenue, Redwood Road, and the Jordan River overflow canal (surplus canal). The approximately 70-acre site consists of three separate but adjacent properties known as the West Site, Site 2, and Site 3 (Figure 1). Annual Monitoring and Sampling Report June 2023 Portland Cement Site OU3 Page 2 The disposal of cement kiln dust (CKD) and chromium-bearing bricks on the Site contaminated soils and groundwater with metals that leached from the waste materials. The CKD and contaminated surface soils were excavated and removed from the Site during the remedial action completed in 1997. The Site was backfilled with clean soil and regraded. Significant concentrations of contaminants remain in the shallow groundwater aquifer that lies beneath the Site. The groundwater aquifers of interest at the Site are the shallow aquifer and the intermediate aquifer. Both are located above the Salt Lake Valley Principal Aquifer which supplies a majority of the drinking water to the Salt Lake Valley. The shallow aquifer is unconfined, while the intermediate aquifer is confined between two continuous clay layers. The upper clay layer separates the shallow and intermediate aquifers and is approximately 10 feet thick. The shallow aquifer is comprised of silt and fine-grained sand from the water table down to the upper clay layer at approximately 25 to 30 feet below ground surface (bgs). The intermediate aquifer is comprised of poorly sorted, silty, fine-grained sand to well-sorted medium-grained sand and is typically 5 to 12 feet thick, at depths of 40 to 55 feet bgs. Flow between the two aquifers has historically been upward from the intermediate aquifer to the shallow aquifer. Groundwater flow in the shallow (contaminated) aquifer is complex due to interaction with local surface water and utility pathways. Primary areas of recharge are the unlined surplus canal along the southern boundary of the Site and underflow along the eastern site boundary. Shallow groundwater discharges to the city drain, an unlined stormwater ditch that bisects the Site and flows east to west. The Site is also bisected from north to south by a sanitary sewer. The sewer line bedding material acts as a conduit removing groundwater from the Site and routing it into the city drain. Together, these two features ensure that shallow groundwater beneath the Site is discharged into the city drain. The city drain, surplus canal, sanitary sewer, and a stormwater ditch on the west end of the Site serve as groundwater “boundaries” for the contaminated shallow aquifer. The effect of these groundwater “boundaries,” and the upward vertical gradient from the intermediate aquifer, is that groundwater contamination is contained largely within the Site borders and within the shallow aquifer. The water in the shallow aquifer has been impacted over the entire Site, with the highest degree of contamination occurring in locations formerly overlain by CKD wastes. The OU3 ROD established monitored natural attenuation (MNA) as the selected remedy to address the contaminated shallow aquifer. A network of groundwater monitoring wells (Figure 1) was constructed at the Site to monitor concentrations of contaminants in the shallow and intermediate aquifers to ensure the effectiveness of the MNA remedy. At the time the ROD was established, no elevated concentrations of monitored contaminants had been detected in groundwater outside the Site boundaries or in the intermediate aquifer. The Contaminants of Concern (COCs) for groundwater identified in the ROD are arsenic, cadmium, chromium, lead, manganese, molybdenum, and pH. Cleanup goals developed for the shallow aquifer are based on federal maximum contaminant levels (MCLs) and local background water quality for arsenic. Since the shallow aquifer discharges into the sanitary sewer and the city drain and eventually discharges into the Farmington Bay Waterfowl Management Area of the Great Salt Lake, alternate concentration limits (ACLs) were established for the groundwater wells located along the city drain and the sanitary sewer line to protect surface water. These ACLs were calculated by determining what concentrations of individual chemicals in groundwater would cause an exceedance of 125% of the Class IIID water standards for aquatic wildlife within the city drain at a designated point of compliance. The ACLs are applied only for the protection of the water in the city drain and are only Annual Monitoring and Sampling Report June 2023 Portland Cement Site OU3 Page 3 enforced at the shallow aquifer wells along the city drain and sanitary sewer (i.e., PWEA, P2FA, P3CC, P3DA, and P3FA). These five wells are analyzed for both total and dissolved: aluminum, chromium 6, copper, iron, mercury, nickel, selenium, and zinc in addition to the groundwater COCs. 5.0 FIELD ACTIVITIES Samples were collected from nine shallow aquifer monitoring wells (PWEA, PWBA, P2FA, P2HA, P3BB, P3CC, P3DA, P3FA, and P3GB), three intermediate aquifer monitoring wells (PWS, P3EA, and P3O), and one surface water location (CDPOC). Depth to groundwater was measured at two additional shallow aquifer monitoring wells (P2EA and P2GA). 5.1 Sample Collection and Analysis Sampling activities were conducted according to procedures outlined in Section 4 of the Operations and Maintenance (O&M) Monitoring Plan, Sampling and Analysis Plan (SAP). The depth to groundwater from the top of the well casing was measured with an electronic water level meter and recorded before well purging and sample collection. Monitoring wells were purged until water quality field parameters were within +/- 10% for at least two subsequent readings (Appendix A). Groundwater and surface water samples were collected in certified clean containers. Samples were collected with a low-flow peristaltic pump and disposable polyethylene tubing. All samples collected were analyzed for total metals, TDS, and pH. Samples collected from wells PWEA, P2FA, P3CC, P3DA, P3FA, and from the city drain (CDPOC) were also analyzed for dissolved metals and chromium 6. Dissolved metal samples were filtered in the field with a new, disposable 0.45-micron filter at each sampling location. Samples obtained for total and dissolved metal analysis were preserved in the field with nitric acid and placed on ice in an insulated cooler. Weather conditions obtained from the National Weather Service website (http://forecast.weather.gov/MapClick.php?lat=38.4494&lon=-112.2302#.WDXS-H04JfV) and recorded at the time of collecting the surface water sample (CDPOC) was overcast and 73° Fahrenheit. Analytical reports from Chemtech-Ford Laboratories and the EPA contract laboratory for the June 2023 annual groundwater monitoring and sampling event are provided in Appendix B. 5.2 Equipment Decontamination The water level meter was rinsed with de-ionized water between each monitoring well. Disposable polyethylene tubing was used at each monitoring well and surface water sample location; therefore, tubing decontamination was not required. 5.3 Quality Control Samples A groundwater field duplicate sample (PWAA) was collected in conjunction with sample PWEA. The Relative Percent Difference (RPD) between groundwater sample PWEA and its duplicate PWAA is summarized in Table 1. The total cadmium and zinc concentrations did not meet the quality assurance RPD criterion of less than or equal to 20 percent and were assigned a “J” qualifier as Annual Monitoring and Sampling Report June 2023 Portland Cement Site OU3 Page 4 called for in the Portland Cement Site Quality Assurance Project Plan (URS, 1999). The remaining total and dissolved metal concentrations met the RPD criterion of less than or equal to 20 percent (Table 1). The RPD was not calculated for analytes with concentrations below the method detection limits. A surface water field duplicate sample (P3AA) was collected in conjunction with sample CDPOC. The RPD between surface water sample CDPOC and its duplicate (P3AA) are also summarized in Table 1. The dissolved copper concentration did not meet the quality assurance RPD criterion of less than or equal to 20 percent and was assigned a “J” qualifier as called for in the Portland Cement Site Quality Assurance Project Plan (URS, 1999). The remaining total and dissolved metal concentrations met the RPD criterion of less than or equal to 20 percent (Table 1). The RPD was not calculated for analytes with concentrations below the method detection limits. 5.4 Deviations from Standard Sampling Activities No samples or groundwater level measurements were collected from wells B6S, B7S, PWDA, PWKA, P2DA, B6I, PWT, or PWU due to damage or removal of the monitoring wells. No groundwater level measurements or samples were collected from monitoring wells P2BA, P2GA, and P2M. Monitoring wells P2BA, P2GA, and P2M were inaccessible due to site redevelopment construction activity and will be monitored or sampled during the next monitoring and sampling event. The absence of data from these sample locations does not affect the ability to meet the objectives of the annual monitoring and sampling event. 6.0 SUMMARY OF RESULTS 6.1 Groundwater Level Monitoring Results Depths to groundwater for the shallow and intermediate aquifers were recorded on a water level measurement form (Appendix C) and are summarized in Table 2. Groundwater elevations calculated for the shallow aquifer ranged from 4,218.51 feet above mean sea level (amsl) at P3CC to 4,223.58 feet amsl at P3FA. Groundwater elevations calculated for the intermediate aquifer ranged from 4,223.31 feet amsl at PWS to 4,224.89 feet amsl at P3EA (Table 2). Based on groundwater elevations for wells P2CA, P2HA, and P2FA, the horizontal groundwater flow direction in the shallow aquifer south of the city drain appears to flow away from the city drain which is not consistent with past trends. The well casing for P2CA, P2HA, and P2FA was modified to accommodate development and the established top-of-casing elevations are likely no longer valid; therefore, the horizontal groundwater flow direction in the shallow aquifer south of the city drain is likely inaccurate. The horizontal groundwater flow direction in the shallow aquifer north of the city drain is toward the city drain and is consistent with past trends. Groundwater elevations calculated for paired monitoring wells were higher for the intermediate aquifer monitoring wells than for the shallow aquifer monitoring wells (Figure 2). Based on this information, the vertical groundwater flow direction is upwards from the intermediate to the shallow aquifer and is consistent with past trends. Annual Monitoring and Sampling Report June 2023 Portland Cement Site OU3 Page 5 6.2 Field Parameters A summary of the final field parameters recorded for the June 2023 monitoring and sampling event is provided in Table 3. Temperatures recorded for this monitoring event ranged from 12.61 degrees Celsius (°C) at PWEA to 20.79°C at PWS. Specific conductivity ranged from 0.434 microsiemens per centimeter (µS/cm) at PWS to 17.80 µS/cm at P2HA. The pH values recorded for this monitoring event ranged from 7.72 standard units at PWS to 9.65 standard units at PWEA. Turbidity values ranged from zero nephelometric turbidity unit (NTU) at monitoring wells PWEA PWBA P2FA, and P3FA to 107 NTU at P3DA. Dissolved oxygen levels ranged from 0.02 milligrams per liter (mg/L) at surface water sample location CDPOC to 19.95 mg/L at P3FA. Oxidation/reduction potential (ORP) values ranged from -415 millivolts (mV) at P3CC to 76 mV at surface water sample location CDPOC. 6.3 Shallow Aquifer Analytical Results The cleanup goals for the COCs in the shallow aquifer were derived from MCLs and local background water quality. For arsenic, the local background concentration exceeded the MCL therefore the attainment of the background concentration of 64 micrograms per liter (µg/L) was established as the cleanup goal. For the other contaminants, the attainment of concentrations below the MCLs was set as the cleanup goal. The cleanup goals for the shallow aquifer specified in the ROD are for concentrations of total metals in groundwater. ACLs are applied for the protection of the city drain where the groundwater discharges to the city drain and are only enforced at the shallow wells near the city drain and the sanitary sewer. 6.3.1 COC Concentrations in the Shallow Aquifer Groundwater samples collected from nine shallow aquifer monitoring wells in June 2023 were analyzed for total metals and compared to the groundwater cleanup goals (Table 4). Shallow monitoring well locations and detected concentrations are shown in Figure 3. TDS results measured in the shallow aquifer ranged from 1,340 mg/L at P3FA to 18,000 mg/L at P2HA. There are no cleanup goals for TDS. Values for pH in the shallow aquifer were above the cleanup goal of less than 8 standard units in all nine shallow aquifer monitoring wells sampled in June 2023. Values for pH ranged from 8.3 at P3BB to 10 at PWEA and P3CC. The total arsenic cleanup goal of 64 µg/L was exceeded in shallow monitoring wells PWEA, PWBA, P2FA, P2HA, P3CC, P3DA, and P3FA. Total arsenic concentrations detected in the shallow aquifer monitoring wells ranged from 12 µg/L in monitoring well P3GB to 1,100 µg/L in P3CC. Total cadmium concentrations in the shallow aquifer monitoring wells did not exceed the cleanup goal of 6.2 µg/L. Detected cadmium concentrations in the shallow aquifer monitoring wells ranged from 0.15 J µg/L in monitoring well PWBA to 0.69 J µg/L in monitoring well P2FA. Annual Monitoring and Sampling Report June 2023 Portland Cement Site OU3 Page 6 Total chromium concentrations in the shallow aquifer monitoring wells did not exceed the cleanup goal of 100 µg/L. Detected chromium concentrations ranged from 0.55 J µg/L at P3GB to 7.9 µg/L at P2FA. Total lead concentrations in the shallow aquifer monitoring wells did not exceed the cleanup goal of 15 µg/L. Detected lead concentrations ranged from 0.24 J µg/L at PWEA to 3.8 µg/L at P3FA. Total manganese concentrations in the shallow aquifer monitoring wells did not exceed the cleanup goal of 440 µg/L. Detected manganese concentrations ranged from 6.8 µg/L at PWBA to 110 µg/L at P3BB. The total molybdenum cleanup goal of 182 µg/L was exceeded in shallow aquifer monitoring wells PWEA, PWBA, P2FA, P2HA, P3CC, P3DA, P3FA, and P3GB. Total molybdenum concentrations detected in the shallow aquifer monitoring wells ranged from 38 J+ µg/L in well P3BB to 60,000 J+ µg/L in P2FA. 6.3.2 Metal Concentrations in ACL Compliance Wells ACLs apply to dissolved metal concentrations and were established for the groundwater wells located along the city drain and the sanitary sewer line to protect surface water. Four ACL point of compliance wells were analyzed for dissolved metals and compared to the ACLs (Table 5). ACL point of compliance locations and detected concentrations are shown in Figure 4. Dissolved metal concentrations in the ACL point of compliance wells were all below the established ACLs. 6.4 Surface Water Analytical Results A surface water sample (CDPOC) was collected from the point of compliance (i.e. confluence of the city drain and the north-south trending stormwater ditch west of I-215; Figure 4) and analyzed for total and dissolved metals. The performance standards documented in the ROD for surface water at the Site require that dissolved metals not exceed 125% of Class IIID water quality standards. Metal concentrations in sample CDPOC were less than their established surface water performance standards (Table 6). However, the laboratory detection limit of 0.2 µg/L for dissolved mercury was greater than the established surface water performance standard of 0.01 µg/L, and the result may have exceeded the performance standard. Mercury is believed to not be a concern related to the Site since concentrations in the shallow aquifer were below the laboratory detection limit. In addition to metals analysis, surface water TDS and pH were also measured. TDS and pH levels were 1,770 mg/L and 8.1 standard units, respectively. There is no surface water performance standard for TDS. The pH value was within the surface water performance standard range of 8.13-11.25. 6.5 Intermediate Aquifer Analytical Results Groundwater samples collected from three intermediate aquifer monitoring wells were analyzed for total metals and compared to the groundwater cleanup goals. Total metal concentrations detected in these three monitoring wells are summarized in Table 7. Monitoring well locations and detected concentrations are shown in Figure 5. Annual Monitoring and Sampling Report June 2023 Portland Cement Site OU3 Page 7 The pH values detected in monitoring wells P3EA and P3O exceeded the cleanup goal of 8 standard units. The pH values in wells P3EA and P3O were 8.8 and 8.2 standard units, respectively. With the exception of lead in monitoring well P3EA, total metal concentrations in the intermediate aquifer were less than the established cleanup goals. The lead concentration in well P3EA was 64 µg/L. Groundwater elevations have consistently demonstrated an upward flow from the intermediate to the shallow aquifer. Therefore, the pH and lead exceedance in the intermediate aquifer is likely not the result of downward flow from the contaminated shallow aquifer. If contaminants from the shallow aquifer near these wells are migrating to the intermediate aquifer, the transport mechanism is unclear. 7.0 CONTAMINANT TRENDS OVER TIME COC concentration trends for wells screened in the shallow and intermediate aquifers were evaluated with the Mann-Kendall non-parametric statistical test for trend. The evaluation of contaminant trends was completed with a free spreadsheet-based software tool obtained from GSI (GSI, 2012). The results of the GSI statistical trend evaluation are provided in Appendix D. Analytical data for groundwater samples collected from June 2015 to June 2023 were used to perform the statistical test for trends. Analytical data reported as non-detect were assigned a common value less than the smallest measured value in the data set as suggested in the EPA guidance document Statistical Analysis of Groundwater Monitoring Data at RCRA Facilities Unified Guidance (EPA, 2009). A confidence factor of 95% was used for the trend evaluation. Strong increasing or decreasing trends are indicated as having a confidence factor greater than 95% and trends indicated as either “probably decreasing” or “probably increasing” have a confidence factor between 90% and 95%. Confidence factors less than 90% were either indicated as “no trend” or “stable”. 7.1 Shallow Aquifer Contaminant Trends The following COC contaminant trends were observed in the shallow aquifer: pH levels have remained fairly constant throughout all sampling events. pH has consistently exceeded the cleanup goal of 8 standard units in all shallow monitoring wells. The Mann-Kendall statistical trend analysis found that pH was increasing in well P3CC, probably increasing in wells PWEA and P2FA, decreasing in wells P2BA and P3GB, stable in wells PWBA, P3FA, and P2HA, and no trends were observed in wells P3BB and P3DA. Arsenic concentrations have consistently remained above the 64 μg/L cleanup goal in wells PWEA, P2HA, P3CC, and P3FA. The Mann-Kendall statistical trend analysis found that arsenic concentrations were increasing in wells PWEA, PWBA, and P3CC, decreasing in wells P2BA, and P2HA, probably decreasing in well P3GB, stable in wells P2FA, P3BB, and P3FA, and no trend was observed in well P3DA. Cadmium concentrations have consistently been below the cleanup goal of 6.2 μg/L in the majority of wells throughout the Site. The Mann-Kendall statistical trend analysis found cadmium concentrations were probably increasing in well PWEA, decreasing in wells P3FA and P3GB, stable in wells P2BA and P3DA, and no trend in wells PWBA, P2FA, P2HA, P3BB, and P3CC Annual Monitoring and Sampling Report June 2023 Portland Cement Site OU3 Page 8 Chromium concentrations have been consistently below the cleanup goal of 100 μg/L in the majority of wells throughout the Site. The Mann-Kendall statistical trend analysis found that chromium concentrations were increasing in well PWEA, probably increasing in well P3BB, decreasing in wells P2BA and P3FA, stable in well P3GB, and no trend in wells. PWBA, P2FA, P2HA, P3CC, and P3DA. With the exception of the June 2022 and 2023 monitoring and sampling events, lead concentrations have been consistently above the cleanup goal of 15 μg/L in well P3FA and below the cleanup goal in the remainder of the wells throughout the Site. The Mann-Kendall statistical trend analysis found that lead concentrations were probably increasing in well P2HA, decreasing in well P3FA, stable in wells PWBA and P2FA, and no trend in wells PWEA, P2BA, P3BB, P3CC, P3DA, and P3GB. With the exception of the June 2021, 2022, and 2023 monitoring and sampling events, Manganese concentrations have consistently been above the cleanup goal of 440 μg/L in well P3FA. Manganese concentrations in the remaining wells have consistently been below the cleanup goal. The Mann-Kendall statistical trend analysis found manganese concentrations were increasing in well P2HA, decreasing in well P3FA and no trends were observed in wells PWEA, PWBA P2BA, P2FA, P3BB, P3CC, P3DA, and P3GB. Molybdenum concentrations have consistently remained above the cleanup goal of 182 μg/L in wells PWEA, PWBA, P2FA, P2HA, P3CC, and P3FA, The Mann-Kendall statistical trend analysis found molybdenum concentrations were probably increasing in wells PWEA and P3CC, probably decreasing in well P3GB, stable in wells P2BA, P2HA, and P3FA, and no trend in wells PWBA, P2FA, P3BB, and P3DA. 7.2 Intermediate Aquifer Contaminant Trends The following COC contaminant trends were observed in the intermediate aquifer: The pH values have remained fairly constant in the intermediate aquifer since June 2015 and pH levels have remained either below or slightly above the cleanup goal of 8 standard units. The Mann-Kendall statistical trend analysis found that pH was increasing in well P3EA, decreasing in well P2M, no trend in well PWS, and stable in well P3O. With the exception of well P3O, total arsenic concentrations in the intermediate aquifer have consistently been below the cleanup goal of 64 μg/L since June 2015. The Mann-Kendall statistical trend analysis found arsenic levels in the intermediate monitoring wells were probably increasing in well PWS, decreasing in well P2M, no trend in well P3EA, and stable in well P3O. Total cadmium concentrations in the intermediate aquifer monitoring wells have consistently been less than the cleanup goal of 6.2 μg/L. The Mann-Kendall statistical trend analysis found no trend for cadmium levels in the intermediate monitoring wells PWS, P2M, P3EA, and P3O. Total chromium concentrations in the intermediate aquifer monitoring wells have consistently been less than the cleanup goal of 100 μg/L. The Mann-Kendall statistical trend analysis found chromium concentrations in the intermediate monitoring wells were decreasing in wells PWS and P2M, and no trend was observed in wells P3EA and P3O. With the exception of well P3EA, total lead concentrations in the intermediate aquifer monitoring wells have consistently been less than the cleanup goal of 15 μg/L. The lead concentrations in well Annual Monitoring and Sampling Report June 2023 Portland Cement Site OU3 Page 9 P3EA for June 2018, 2021, and 2024 were 34.7 μg/L, 36 μg/L, and 64 μg/L, respectively. The Man-Kendall statistical trend analysis found lead concentrations in the intermediate monitoring wells were probably increasing in well P3EA, probably decreasing in well P2M, and no trend was observed in wells PWS and P3O. Manganese concentrations in the intermediate monitoring wells have consistently been less than the cleanup goal of 440 μg/L. The Mann-Kendall statistical trend analysis found manganese concentrations in the intermediate monitoring wells were probably increasing in well PWS, decreasing in well P2M and no trend was observed in wells P3EA and P3O. With the exception of well P3O, total molybdenum concentrations in the intermediate aquifer have consistently been less than the cleanup goal of 182 μg/L. The Mann-Kendall statistical trend analysis found molybdenum concentrations in the intermediate monitoring wells were decreasing in well P3O, stable in well PWS and P2M and no trend was observed in well P3EA. 8.0 CONCLUSION Based on the monitoring and sampling data for June 2023, the following conclusions can be made: • The top-of-casing elevations for wells P2CA, P2HA, and P2FA need to be surveyed. • Contaminants do not appear to be migrating off-site or to the intermediate aquifer. • Dissolved metal concentrations in wells near the city drain did not exceed ACLs. • Dissolved metal concentrations in the city drain did not exceed performance standards. • Statistical evaluation of COC concentration trends in the intermediate aquifer found pH, levels were increasing in some wells. • Statistical evaluation of COC concentration trends in the shallow aquifer found pH, arsenic, chromium, and manganese levels were increasing in some wells. DERR will continue to monitor the site in order to identify contaminant trends and assess the progress and validity of the monitored natural attenuation remedy.
