Subject: Review of Pretest Protocol dated June 13, 2024
On June 13, 2024, Utah Division of Air Quality (DAQ) received a test notification for the testing of two
(2) Cummins KTA19GC engines, two (2) Caterpillar G3306TALCR engines, four (4) Caterpillar
G3306TA engines, and five (5) Caterpillar G3406TA engines located at RP27S Battery H6UB and
H8UB; Meacham Tribal 2-25-36-3-1W-H1; Duncan 14-36-25-2-1W-H1; Cox East Pad; Henry Tribal
3-25-36-3-1W-H1; RP Tribal 22N-31W and 27S-31W; RD Tribal 7N, 18S-31E-H1UB, 8N-31E-H6WS,
H7UB, 17S-31E-H6CP, H7UB; RD Tribal 7N-31E-H6UB, H7CP, H8CP, 18S-31E-H7CP, H7UB,
H8UB; RP Tribal 23N-31W-H2UB, 24N-31W-H6UB, H8UB in Uintah County, Utah. Testing will be
performed during the July 15, 2024, through August 8, 2024, test campaign to determine compliance with
the emission limits found in 40 CFR 60, Subpart JJJJ.
PROTOCOL CONDITIONS:
1. RM 1 used to determine sample velocity traverses: OK
2. RM 3A used to determine dry molecular weight of the gas stream: OK
3. RM 4 used to determine the moisture content within the gas stream: OK
4. RM 7E used to determine NOx emissions: OK

5. RM 10 used to determine CO emissions: OK
6. RM 18 used to determine ethane and methane concentrations of the gas stream: OK
7. RM 19 used to determine exhaust effluent flows and mass emission rates: OK
8. RM 25A used to determine VOC emissions: OK
DEVIATIONS: No deviations stated in the protocol.
CONCLUSION: The protocol appears to be acceptable.
RECOMMENDATION: Send protocol review and test date confirmation notice.
