On July 1, 2024, Utah Division of Air Quality (DAQ) received a Relative Accuracy/Performance
Specification Test (RA/PST) report for the Silver Eagle Refining main fuel line in Woods Cross, Utah.
Testing was performed on May 31, 2024, to determine the relative accuracy of the H2S monitoring
systems. The DAQ-calculated test results are:

Stack Test Deviation Report
There were no deviations observed during testing.
Calibration gases were in date and met performance specifications.
DEVIATIONS: No deviations were noted in this report.
CONCLUSION: Silver Eagle operates the continuous emissions monitor (CEM) on the
Fuel Gas and Flare System to measure H2S emissions. The CEM was
audited by the DAQ and found to meet quality assurance requirements
found in 40 CFR Part 60, Appendix B, Performance Specification 1, and
R307-170, Continuous Emission Monitoring System Program. Quarterly
cylinder gas audits and an annual relative accuracy test audit were
conducted in accordance with the procedures outlined in UAC R307-170.

RECOMMENDATION: The Silver Eagle Fuel Gas and Flare CEM system was operating as
required in R307-170 and 40 CFR 60.13 at the time of this evaluation.

1.0 Introduction
Alliance Technical Group, LLC (Alliance) was retained by Silver Eagle Refining (Silver Eagle) to conduct
performance specification (PS) testing at the Woods Cross Refinery. Portions of the facility are subject to
provisions of the 40 CFR 60, Appendix B, PS 7, Subpart J, and the Utah Department of Environmental Quality,
Division of Air Quality (UDAQ) Approval Order (AO) DAQE-AN101240030-16. Testing included conducting a
relative accuracy test audit (RATA) to determine the relative accuracy (RA) of the hydrogen sulfide (H:S)
continuous emissions monitoring system (CEMS) serving the Fuel Gas and Flare Gas.
l.l Process/ControlSystemDescriptions
Silver Eagle owns and operates a continuous monitoring system located downstream of the primary fuel mixing
drum to determine compliance with the sulfur dioxide (SOz) and HzS limits of NSPS Subpart J. The facility records
the output of the system, for measuring the H2S concentration in the plant fuel gas. SOz emissions are calculated
assuming 100% of the Hu S in the plant fuel gas is combusted forming SOu at a ratio of 34lbs of H2S equals 64lbs of
SOz.

Summary of Results
2.0 Summary of Results
Alliance conducted PS testing at the Woods Cross Refinery in Woods Cross, Utah on May l5 and 3l, 2024. Testing
consisted of determining the RA of the HzS continuous emissions monitoring system (CEMS) serving the Fuel Gas
and Flare Gas.
Table 2-l provides a summary of the emission testing results with comparisons to the applicable RA requirements.
Any difference between the summary results listed in the following table and the detailed results contained in
appendices is due to rounding for presentation.

t 3.0 Testing Methodology
The emission testing program was conducted in accordance with the test methods listed in Table 3-1. Method
descriptions are provided below while quality assurance/quality control data is provided in Appendix C.I

3.1 U.S. EPA Reference Test Method 15 - Hydrogen Sulfide
The hydrogen sulfide testing was conducted in accordance with U.S. EPA Reference Test Method 15. The sampling
system consisted of a heated Teflon probe, heated Teflon sample line, gas conditioning system, leak-free pump, unheated
Teflon sample line, and a gas chromatogaph (GC) equipped with a flame photometric detector (FPD). Each test run
consisted of 2 injections performed over a period of at least 30 minutes.
The GCffPD was calibrated for each reduced sulfur compound (HzS, COS and CS2) with a certified calibration gas
diluted with a dilution system validated in accordance with EPA Method 205 to produce three (3) or more
concentration levels spanning the linear range of the FPD. Calibration precision, sample line loss, and calibration drift
test values were maintained in accordance with EPA Method l5 requirements.
The relative accuracy of the HzS CEMS was determined based on procedures found in 40 CFR 60, Appendix B,
Performance Specification 7.

(iii) The performance evaluations for this SO2monitor under §60.13(c) shall use Performance Specification 2. Methods 6 or 6C and 3 or 3A shall be used for conducting the
relative accuracy evaluations. Method 6 samples shall be taken at a flow rate of approximately 2 liters/min for at least 30 minutes. The relative accuracy limit shall be 20
percent or 4 ppm, whichever is greater, and the calibration drift limit shall be 5 percent of the established span value.
