Hill Air Force Base (AFB) is submitting this letter to provide notification to the administrator of
the initial performance test of two Cleaver Brooks, 59.4 MMBtu/hr boilers, located at building 1286.
These boilers are subject to an opacity standard under 40 CFR 60.43c(c) when firing fuel oil. An initial
performance test for opacity is required by 40 CFR 60.45c to demonstrate compliance with established
limits via visual opacity determination in accordance with 40 CFR 60, appendix A, method 9 within 60-
days after achieving the maximum production rate at which the affected emission units will be operated
but not later than 180 days after initial startup.
The boilers are scheduled to be started up for testing and commissioning while combusting fuel
oil beginning2T July 2024. Once the boilers complete the initial startup on fueloil, they willoperate
primarily on natural gas, with fuel oil combustion only taking place as a back-up during periods of natural
gas curtailment or maintenance/readiness testing as needed.
