Dear Mr. Burge
Hill Air Force Base (AFB) is submitting this letter to provide notification to the
administrator of the initial performance test of two Cleaver Brooks, 59.4 MMBtu/tr boilers,
located at Building 1286. These boilers are subject to an opacity standard under 40 CFR
60.43c(c) when firing fuel oil. An initial performance test for opacity is required by 40 CFR
60.45c to demonstrate compliance with established limits via visual opacity determination in
accordance with 40 CFR 60, Appendix A, Method 9 within 60-days after achieving the
maximum production rate at which the affected emission units will be operated but not later than
180 days after initial startup.
The boilers are scheduled to be started up for testing and commissioning while
combusting fuel oil beginning l9 September 2024. This notification is to update the dates for the
opacity testing from the letter that was submitted on27 Jvne2024. Once the boilers complete
the initial startup on fuel oil, they will operate primarily on natural gas, with fuel oil combustion
only taking place as a back-up during periods of natural gas curtailment or
maintenance/readiness testing as needed.
