The National Emission Standard for Hazardous Air Pollutants requirement contained in Code of
Federal Regulations Title 40 Part 63.6650(9) and table 7 of this same subpart requires an annual report be
submitted to the Utah Division of Air Quality.
This report covers the period from I January 2023 to 3 I December 2023.
The Landfill Gas Fired Power Generation Facility engines are subject to Stationary Reciprocating
Internal Combustion Engine requirements and the annual report must contain the following three
conditions:
l. The fuel flow rate of each fuel demonstrating that the percentage of heat input provided by
landfill gas is equivalent to ten percent or more of the total fuel consumption on an annual basis. Landfill
gas is the only fuel used for engine model 3512 and engine model 35 16, therefore consumption of landfill
gas is 100% heat input, meeting the requirement. Engine model J320GS blends landfill gas and natural
gas, and l0 percent or more of the gross heat input to the engine on an annual basis was landfill gas,
meeting the requirement.

2. The operating limits provided in HillAir Force Base's federally enforceable Title V Operating
Permit are as follows from condition II.B.40, and there were no deviations from the operating limits
therefore meeting the requirement.

(a) Visible emissions shall be no greater than l0 percent opacity. [Origin: DAQE-

(b) Emissions of Carbon Monoxide (CO) shall be no greater than 3.3 grams/bhp-hr from each
of the 814 bhp and 1148 bhp lean burn engines. [Origin: DAQE-AN101210251-17] [R307-401-8]
(c) Emissions of Nitrogen Oxides (NOx) shall be no greater than 2.0 grams/bhp-hr from each of
the 814 bhp and 1 148 bhp lean burn engines. [Origin: DAQE-ANl0l2l025l-17] [R307-401-8]
(d) l0 percent or more of the gross heat input to the affected emission units on an annual basis
shall be from the combustion of landfill gas. In addition, the permittee shall operate the affected emission
units in a manner that reasonably minimizes hazardous air pollutant emissions. [Origin: 40 Code of

(e) Comply with the following requirements for the 1350 bhp lean burn engine:
(1) The emission standards specified in 40 CFR 60.a83@) and 40 CFR 60.4233(f)(5),
(2) Operate and maintain the engine to achieve the emission standards as required over the
entire life of the engine. (40 CFR 60.4234), and
(3) Emissions of NOx shall not exceed 1.0 g/bhp-hr and emissions of CO shall not exceed

(f) Submit an Initial Notification as required in 40 CFR 63.6645(I). [Origin: 40

3. The landfill gas and natural gas fuel metering equipment had no problems or errors occurring
that interfered with the recording and monitoring of daily fuel usage therefore meeting the requirement.
