(7-Eleven) for 7-Eleven Store No. 27074 (the Site) located at 3185 Harrison Boulevard Ogden, Utah (Figure 1). The Utah Department of Environmental Quality (UDEQ), Division of Environmental Response and Remediation (DERR) refers to the Site as Facility ID 1200120, Release Site NXK. This report presents groundwater monitoring and sampling results for the third quarter of 2024. Four quarterly groundwater monitoring and sampling events were approved under Work Plan and Budget (WP&B) NXK-07. The objectives of quarterly groundwater monitoring and sampling are to further assess dissolved petroleum hydrocarbon concentration trends and seasonal groundwater level fluctuations associated with the Site following the March 2021 remedial excavation. This report also presents the results of the desktop study to assess the possibility of off-site petroleum hydrocarbon sources contributing to unexpected dissolved petroleum hydrocarbon concentration trends at the Site. BACKGROUND 7-Eleven has leased the southern portion of the property since 1986 and operated a 7-Eleven convenience store with former retail sales of gasoline. The former underground storage tank (UST) system was located in the southeast side of the property (Figure 1) and consisted of three 10,000-gallon gasoline USTs and two product dispensers formerly used to distribute various grades of unleaded gasoline fuel. The northern portion of the property is occupied by an out-of-service automotive service facility, most recently In’ n’ Out Auto Clinic. The facility was previously operated as a Minit Lube, and a petroleum release from this facility (Release Site IPT) was discovered during the closure of two 3,000-gallon new oil USTs and one 3,000-gallon used oil UST on June 24, 1994. The former Minit Lube USTs were in the northwest portion of the property (behind the automotive service facility) and were closed by removal. Wasatch Environmental (Wasatch) conducted a limited subsurface investigation (LSI) on April 23, 2020, on behalf of the Utah Transit Authority (UTA). Residual impacts from Release Site IPT appeared to be present based on the analytical results of a groundwater sample collected from a temporary well-point within the October 22, 2024 Page 2 of 6 Re: 7-Eleven Store No. 27074 – Quarterly Groundwater Monitoring Report 3185 Harrison Boulevard, Ogden, Utah Facility ID 1200120, Release Site NXK former Minit Lube UST basin (west of the current automotive service facility building). The sample contained concentrations of total petroleum hydrocarbons as gasoline range organics (TPH-GRO) and TPH as diesel range organics (TPH-DRO) above the Initial Screening Levels (ISLs) developed by the UDEQ-DERR Leaking Underground Storage Tank (LUST) Section. The LSI also identified a release that appeared to be related to the 7-Eleven UST basin, and Stantec reported a petroleum release to the UDEQ-DERR on May 11, 2020. Soil and groundwater analytical results presented in the Wasatch LSI report indicated petroleum hydrocarbon concentrations west and south of the 7-Eleven UST basin exceeded the ISLs and Tier 1 Screening Levels (TSLs) developed by the UDEQ- DERR LUST Section. Based on these results, the UDEQ-DERR assigned Release Site NXK to the Site and requested a subsurface investigation WP&B NXK-01 was approved on September 30, 2020, and Stantec conducted the subsurface investigation (SI) on October 26 and 27, 2020 (with groundwater sampling conducted on November 12, 2020). Based on the results of the SI, benzene was reported above the ISL in a soil sample collected from the soil boring advanced to install monitoring well MW-2. TPH-GRO was reported above the ISL in a soil sample collected from the soil boring advanced to install MW-4. Groundwater analytical results indicated dissolved concentrations of benzene, ethylbenzene, TPH-GRO, and TPH-DRO exceeded their respective ISLs and/or TSLs in samples collected west and south of the UST basin (MW-1, MW-2, MW-3, and MW-4), and groundwater impacts extended beyond the property boundaries to the south. The UST system was closed by removal on March 2, 2021. A remedial excavation was then completed from March 3 through 5 under WP&B NXK-03. Petroleum containing soil (PCS) was removed from the UST excavation as part of UST closure, and the excavation floor was extended an additional 1.5 to 2 feet beyond the interface of backfill and native soils to remove additional PCS. Excavated soils were screened on site using a photoionization detector, and PCS was segregated for disposal. Non-impacted soils were used as backfill, and additional imported fill was also needed to fill and achieve compaction within the UST excavation. Approximately 180-tons of PCS were disposed of as non-hazardous waste at the ET Technologies Soil Regeneration Site at the Salt Lake Valley Landfill. Under WP&B NXK-02, Stantec conducted quarterly monitoring between the second quarter of 2021 and the first quarter of 2022. Dissolved petroleum hydrocarbon concentrations generally decreased during this time but remained above ISLs in MW-1 and MW-4 and TSLs in MW-2. On April 8, 2022, Stantec oversaw the abandonment of groundwater monitoring wells MW-2, MW-4, MW-5, and MW-6 to accommodate UTA BRT Project construction. Well abandonment activities were conducted according to WP&B NXK-04. As of fall 2022, UTA BRT Project construction had progressed to the point that replacement groundwater monitoring well locations could be proposed. On February 7 and 8, 2023, Stantec oversaw the installation of replacement groundwater monitoring wells MW-2R, MW-5R, MW-8, and MW-9 and conducted soil logging and sampling activities. These activities were conducted according to WP&B NXK-05. Due to the impacts of the UTA BRT project to the property, 7-Eleven ceased operations at this store in July 2023. The convenience store building is currently vacant. Stantec retains environmental access to manage Release Site NXK. GROUNDWATER MONITORING METHODS On September 12, 2024, static groundwater levels were gauged to the nearest one hundredth of a foot using a battery-powered product/water interface probe. Free product was not encountered in any of the monitoring wells. Monitoring wells MW-1, MW-2R, MW-3, MW-5R, MW-7, MW-8, and MW-9 were sampled on September 12, 2024. The pumping rate for each well was determined in the field based on an attempt to limit drawdown within the well to one foot or less. Parameters were collected using either an AquaTroll 500 equipped with temperature/ conductivity, potential hydrogen (pH)/oxidation reduction potential (ORP), dissolved oxygen (DO), and turbidity probes, or a YSI 556 equipped with temperature/conductivity, pH/ORP, and DO probes. Parameters were recorded on the appropriate time interval necessary to fully replace the volume of the flow-through cell between readings. Purging continued until three consecutive readings were within the stabilization conditions detailed in WP&B NXK-07. Purged groundwater was thin spread on the surface near each well location. Wells were purged via peristaltic pump and disposable one-quarter inch poly sample tubing. Sample tubing was disconnected from the flow-through cell prior to sample collection. Groundwater samples were decanted into five 40-milliliter (mL) glass volatile organic analysis (VOA) containers containing hydrochloric acid (HCl) preservative. VOAs were filled in a manner to minimize sample volatilization and remove all headspace. Samples were then labeled with the sample identification, collection date, and time, and placed into an ice chilled cooler for delivery to the project laboratory under chain-of-custody (COC) documentation. Stantec also collected/submitted the following quality assurance/quality control (QA/QC) samples.  Blind field duplicate (DUP-01) from MW-2R  Trip blank (TB-20240912) Samples were submitted for analysis of TPH-GRO and methyl tertiary-butyl ether, benzene, toluene, ethylbenzene, total xylenes, and naphthalene (MBTEXN) by United States Environmental Protection Agency (EPA) Method 8260B and TPH-DRO by EPA Method 8015. The trip blank was only analyzed for October 22, 2024 Page 4 of 6 Re: 7-Eleven Store No. 27074 – Quarterly Groundwater Monitoring Report 3185 Harrison Boulevard, Ogden, Utah Facility ID 1200120, Release Site NXK volatile organic compounds (VOCs) by EPA Method 8260B. All analyses were performed by Pace Analytical National (Pace) located in Mount Juliet, Tennessee. Laboratory report and chain-of-custody documentation are included as Attachment 1. GROUNDWATER MONITORING RESULTS On September 12, 2024, shallow groundwater beneath the Site was measured at depths ranging from 10.31 (MW-2R) to 12.99 (MW-3) feet below top of casing (TOC). Each depth to groundwater measurement was converted to a relative groundwater elevation using the calculated relative TOC elevation of the monitoring well. A groundwater elevation contour map is provided as Figure 2. Isoconcentration maps for dissolved benzene, TPH-GRO, and TPH-DRO are provided as Figure 3, Figure 4, and Figure 5, respectively. Groundwater analytical results are summarized in Table 1. The third quarter 2024 field and analytical results are summarized below.  Shallow groundwater beneath the Site appears to flow towards the southwest at a local hydraulic gradient of approximately 0.06 feet per foot (as estimated between wells MW-5R and MW-7).  Groundwater elevations across the site decreased between the June 2024 and September 2024 monitoring events; the June 2024 groundwater elevations were the highest observed at the Site.  For the groundwater sample collected from MW-1, the dissolved benzene concentration exceeded the TSL, ethylbenzene and TPH-DRO concentrations exceeded the respective ISLs, and the TPH-GRO laboratory reporting limit (RL) exceeded the ISL.  For the groundwater sample collected from MW-2R, the dissolved benzene and TPH-DRO concentrations exceeded the respective ISLs. The TPH-GRO laboratory RL exceeded the ISL; however, the TPH-GRO laboratory RL for the duplicate was below the ISL.  The dissolved TPH-DRO concentrations in MW-3, MW-7, and MW-8 all remain below the ISL.  Relative percent differences calculated between the MW-2R and DUP-01 sample analytical results were within generally accepted standards.  No petroleum hydrocarbons were detected at concentrations above laboratory RLs in the trip blank.  All other petroleum hydrocarbon concentrations were either below ISLs or were not detected above laboratory RLs.  All other laboratory RLs were below the respective ISLs. OFF-SITE SOURCE DESKTOP STUDY Stantec reviewed the following data sources for evidence of an off-site petroleum source contributing to the variable dissolved petroleum hydrocarbon concentrations observed at the Site since the installation of replacement monitoring wells in the first quarter of 2023:  The UDEQ interactive map (https://enviro.deq.utah.gov/)  The UDEQ spills database for Ogden from January 1, 2021 to December 31, 2023 (https://deqspillsps.deq.utah.gov/s/)  The spills database mapping feature was not working to enable searching within a specified radius of the Site at the time of preparing this report.  Aerial photographs from 1937 to 2021 (https://www.historicaerials.com/viewer) October 22, 2024 Page 5 of 6 Re: 7-Eleven Store No. 27074 – Quarterly Groundwater Monitoring Report 3185 Harrison Boulevard, Ogden, Utah Facility ID 1200120, Release Site NXK The UDEQ spills database did not document any significant petroleum releases upgradient of the Site. The UDEQ interactive map did not document any USTs with significant release histories, petroleum related environmental incidents, voluntary cleanup program sites, CERCLA sites, or brownfields upgradient of the Site. The June 24, 1994 spill report for Release Site IPT does mention the removed new and used oil USTs appeared to be in good condition and suggests the impacts observed may be related to previous USTs on the property. This is further evidenced by the TPH-GRO and TPH-DRO concentrations detected near the former Minit Lube new and used oil USTs. Aerial photographs obtained during the desktop study are included in Attachment 2. The earliest aerial photograph obtained was from 1937 and shows vacant land and dirt roads in the vicinity of the Site. An aerial photograph from 1958 shows a residence in the vicinity of the Site and a neighborhood to the east across Harrison Boulevard. An aerial photograph from 1962 documents a previous commercial structure present at the Site; an addition was built onto the north side of the original structure sometime before 1971. Based on UST compliance records documented on the UDEQ interactive map for the Site, the current structure previously occupied by 7-Eleven was likely constructed between 1985 and 1986 when 7-Eleven began leasing the property and installed USTs. At the time of this report, Stantec has not determined for certain what the original commercial structure may have been; however, it does resemble an automobile service station. Regional aerial photography suggests that the historical land use of the areas upgradient of the Site are similar to the current land use of the upgradient area, namely residential, institutional (schools and parks), and the Mount Ogden Golf Course. CONCLUSIONS AND RECOMMENDATIONS The desktop study performed to date does not indicate a high potential for an off-site source of petroleum that may be impacting Site conditions. Data gaps still remain as to what the original commercial structure first observed at the Site as of 1962 was, whether diesel was associated with the operations thereof, or if any on-site petroleum releases were documented prior to Release Site IPT. Stantec plans to further investigation these data gaps and include those findings in the groundwater monitoring report for the first quarter of 2025. Even without a high potential for an off-site petroleum source, a passive soil gas investigation may be beneficial to guide more targeted future remedial actions. Recent water table fluctuations may also explain the current dissolved petroleum hydrocarbon concentration trends at the Site with elevated concentrations corelating to higher groundwater elevation for source area wells. Site soils consist primarily of silts and clays; therefore, increasing dissolved petroleum hydrocarbon concentrations could be contributed to the higher groundwater table interacting with petroleum hydrocarbons entrained in those fine grained sediments. Dissolved petroleum hydrocarbon concentrations versus time for select wells are shown in the attached Graphs. The groundwater table across the Site has shown an increasing trend since March 2023; this is the same period of time over which dissolved petroleum hydrocarbon concentrations have become more variable. More consistent dissolved petroleum hydrocarbon concentrations may once again be observed after the water table stabilizes following the maximum conditions observed in June 2024. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis.
