Park City, Utah 84098 PREPARED FOR: Jacksons Food Stores 3430 East Commercial Court Meridian, Idaho 83642 SUBMITTED: June 13, 2024 1.0 INTRODUCTION Underwood Environmental Consulting, Inc. (UEC) has been retained by Jacksons Food Stores to perform groundwater monitoring at J Oil #5820, a fuel station located at 305 South Main St., Richfield, Utah (project site) (Figure 1). The project site is referred to as Facility ID #2000222, Release Site GUP, in Utah Division of Environmental Response and Remediation (DERR) records and correspondence. The groundwater monitoring is being conducted in response to the “Additional Sampling Requirements” letter, dated March 15, 2024, from the DERR project manager. 2.0 BACKGROUND As stated in the letter referenced above, a petroleum release was reported on May 31, 1991 at the project site. Since then, underground storage tanks (USTs) have been removed and replaced, and the site has been redeveloped. Two over-excavations of petroleum impacted soil have occurred, in 1998 and 2015, as well as numerous subsurface investigations. An old, weathered, monitoring well network currently exists at the site. Based on the groundwater level data presented on Table 1, the water table appears to have generally declined about 3 to 4 feet during the past eight years or so. If a reader is inquisitive about this site’s UST compliance or environmental history, they are welcome to explore e-docs on the Utah DEQ – DERR website. Kindly, search eqedocs.deq.utah.gov. The “Additional Sampling Requirements” letter recommended two rounds of groundwater sampling for gasoline constituents at down-gradient monitoring wells MW-1 and MW-A. It was also stipulated that if representative groundwater samples could not be collected, due to the decline in the water table, that MW-1 and/or MW-A should be deepened or replaced (DERR, 2024). 3.0 METHODOLOGY UEC personnel visited the Richfield project site on April 10, 2024 to assess the condition of monitoring wells MW-1 and MW-A. 3.1 April 2024 – Findings and Groundwater Monitoring MW-A was observed to have an adequate 3 foot water column, while MW-1 was found to have apparent ponded water at the bottom of well casing. MW-A was purged of 3 casing volumes of groundwater and then sampled for analysis of gasoline constituents in groundwater (MTBE, BTEXN, and TPH-GRO). MW-1 was also purged, but, was observed to not recharge after about 90 minutes. Other project site monitor wells were accessed and depth to water measurements collected in an attempt to determine the groundwater flow direction. The depth to water measurements are presented on Table 1. A laboratory analytical report for sample MW-A is provided in the attachments. A drilling contractor was contacted regarding the potential for deepening MW-1. In the ensuing conversations, it was concluded that moving over a couple of feet and replacing the well was preferential to attempting to deepen the well. 3.2 May 2024 – Replacement of MW-1 The drilling contractor, Direct Push Services, mobilized on May 21, 2024 to the Richfield project site. A replacement well, MW-1R, was installed about two feet away from monitor well MW-1. Following daylighting via hand auger, the borehole was advanced using a solid drive point so soil samples were not collected. The new well was installed to a depth of 27 feet below grade and constructed using 2-inch diameter, pre-pack, screen. Existing well MW-1 was then properly abandoned using bentonite crumbles and capped at the surface with concrete. The monitoring well construction details are depicted on the subsurface log provided in the attachments. On the following day, May 22nd, newly installed monitor well MW-1R was developed using a 1- inch diameter submersible pump to remove fines from the casing and well bore. The top-of-casing (TOC) of the new well was surveyed by differential leveling to establish vertical control. Monitoring well MW-A, on the adjacent property, was also surveyed to determine relative elevation. 3.3 May 2024 – Groundwater Sampling of MW-1R Replacement well MW-1R was purged and sampled on May 28, 2024. The groundwater sample was placed on ice and delivered to the laboratory for analysis of gasoline constituents (MTBE, BTEXN and TPH-GRO). 4.0 FINDINGS 4.1 April 2024 - Depth to Water and Flow Direction Depth to groundwater measurements, deemed representative, were used to calculate relative groundwater elevations across the site. Figure 1 depicts a groundwater contour map for the site on April 10, 2024 based on limited data. The groundwater flow direction was determined to be south-southeast, the same as previously determined. 4.2 Groundwater Analytical Results The groundwater sample collected from monitoring well MW-A in April contained 0.044 milligrams-per-liter (mg/L) MTBE. No BTEXN or TPH-GRO concentrations were detected at MW-A. In May 2024, no MTBE, BTEXN, or TPH-GRO was detected in the groundwater sample collected from MW-1R. The laboratory analytical reports and chain of custody documentation are provided in the appendices. 5.0 CONCLUSIONS Based on field observations in April-May 2024 and the groundwater analytical results, the following conclusions are presented: • MW-A was observed with an ample water column in April 2024 and sampled for gasoline constituents. • The general decline in groundwater levels at the site necessitated the replacement of MW- 1. • The groundwater flow direction in April 2024 was to the south-southeast. • The groundwater sample collected from MW-A contained 0.044 mg/L MTBE, but, no BTEXN or TPH-GRO were detected. • A replacement well, MW-1R, was installed in May 2024. • No MTBE, BTEXN, or TPH-GRO was detected in groundwater collected from MW-1R. The next groundwater sampling event of MW-A and MW-1R is tentatively scheduled for October 2024. 6.0 LIMITATIONS Our services consist of professional opinions from a state-certified consultant, made in general accordance with locally accepted environmental practices at the time of execution. Environmental samples are obtained from specific locations, utilizing methodologies consistent with Utah Department of Environmental Quality regulations. UEC makes no guarantee, either expressed or implied, that the analytical results accurately represent subsurface conditions throughout the entire project site.
