I've attached the After the Fact PER and DWSP for Boulder Mountain Guest Ranch.
I was told the deadline for this report is today. I have been told Mr. Johnson is still working on LUA signatures so I have included the
unsigned LUAs in the appendix.

We've reviewed the After the Fact PER/DWSP plan for Boulder Mountain Guest Ranch. Two things that will need to be addressed
before the PER requirements are considered fulfilled:
1. There are septic systems located within the management area. This is considered a violation of rule R309-600-13(2)(b)(iii).
Unless a hydrogeologic report in accordance with R309-600-9(6)(b)(ii) verifies that septic does not impact the spring, the
system will need to request an exception to this rule.
2. Signed land use agreements are needed. It sounds like the collection of these is still in progress. Since the two mile delineation
has quite a few landowners within it, I imagine it may be challenging to receive all of the signatures. If you are unable to receive
all of the LUAs, an exception to R309-600-13(2)(d) will be needed.
