(UEC) has been retained by 1521 South 1500 East, L.L.C. to perform groundwater monitoring at a former Western Petroleum Bulk Plant, located at 350 North Vernal Avenue in Vernal, Utah (site). The site is a former underground storage tank (UST) facility and former above ground storage tank (AST) facility, referred to as the Vernal Bulk Plant. Groundwater monitoring was performed on June 4, 2024. Water level measurements and groundwater samples were obtained from six of the seven existing monitoring wells. Monitoring Well MW-6 was damaged and not sampled, but historical data indicates non detectable concentrations from the last five consecutive sampling events, ending in 2012. (Table 1). The groundwater flow direction was determined to be east-northeast and is consistent with previous monitoring events. Groundwater samples from all six monitoring wells sampled were below Tier 1 Screening Criteria. Groundwater samples obtained from four monitoring wells exceeded the Initial Screening Level (ISL) for total petroleum hydrocarbons - diesel range organics (TPH-DRO). No other petroleum hydrocarbons (MTBE, BTEXN, TPH-GRO or TRPH) were detected in groundwater above the limits of detection. No measurable free product, aside from a sheen, was observed. Based on the apparent plume stability and absence of dissolved volatile compounds (BTEXN), UEC recommends that release ITU be considered for regulatory closure based on meeting Tier 1 screening criteria. (UEC) has been retained by Mr. Mark Caldwell, registered agent for 1521 South 1500 East, L.L.C., to perform groundwater monitoring at a former Western Petroleum Bulk Plant, located at 350 North Vernal Avenue in Vernal, Utah (site). The site is a former underground storage tank (UST) facility and former above ground storage tank (AST) facility, referred to as the Vernal Bulk Plant. BACKGROUND According to the UST Closure Notice on file at the Division of Environmental Response and Remediation (DERR), six USTs were closed by removal in November 1994. A release was reported to the DERR based on closure sample results and field observations (UEC, 2008a). In November 2007, petroleum impacts were documented in a creek or gulch located north of the site. In February 2008, the DERR issued a notice of violation and order which required submittal of a Subsurface Investigation Report (SIR) defining the full extent and degree of petroleum contamination resulting from a release from the former UST system. Additionally, the investigation was to determine if the petroleum release from the former UST system had impacted the creek north of the site (UEC, 2008b). In July 2008, a limited excavation and removal of soil “hot spots” was performed. Confirmation sampling of soils from 2 of the 5 excavations indicated petroleum impacts above Tier 1 screening levels for TPH- GRO remaining in soil to the north and northeast of the former USTs. The MTBE, BTEXN, TPH-DRO, and TRPH concentrations in soil were either below Tier 1 levels or below the limits of detection in the five soil samples collected (Figure 1) (UEC, 2008b). In November 2008, an alleged drain pipe near the creek north of the site was investigated. Tri-County Health Department Deputy Director, Mr. Darrin Brown, was present during the investigation. No evidence of a drain pipe was observed in the excavated area. It was concluded that off site impacts to the creek north of the bulk plant did not appear to be related to the former UST release either hydraulically via the groundwater or directly via a drain pipe (UEC, 2009). GROUNDWATER MONITORING A groundwater sampling event was conducted at the Vernal Bulk Plant on June 4, 2024. Depth to groundwater measurements were obtained from each well using an electronic water level meter. Monitoring well MW-6 was found to be damaged and neither a water level measurement or a groundwater sample could be obtained. State-certified soil and groundwater samplers collected groundwater samples from six of seven wells using standard groundwater sampling procedures. Disposable bailers were used to purge the wells and obtain the samples. The groundwater samples were retained in laboratory-supplied 40 ml glass vials and 1 liter jars, labeled appropriately, and placed on ice. The samples were kept on ice until relinquished to the laboratory. The groundwater samples were analyzed by Chemtech Ford Laboratory Groundwater Monitoring Report –June 2024 Vernal Bulk Plant Facility ID 9000154, Release Site ITU Underwood Environmental Consulting, Inc. 2 using EPA method 8260D for methyl tertiary-butyl ether (MTBE), benzene, toluene, ethylbenzene, xylenes, and naphthalene (BTEXN), method 8260B/C for total petroleum hydrocarbons - gasoline range organics (TPH-GRO), method 8015C for TPH- diesel range organics (TPH-DRO), and method 1664B for total recoverable petroleum hydrocarbons (TRPH). Depth to Groundwater and Flow Direction The results of the water level measurements and the calculated water table elevations are summarized on Table 1. Depth to groundwater was measured ranging from 4.49 to 9.08 feet below top-of-casing in the monitoring wells accessed. No measurable free product, aside from a sheen observed while purging MW- 2, was observed. A groundwater contour map is depicted on Figure 2. The groundwater flow direction measured in June 2024 was to the east-northeast and appears consistent with the groundwater flow direction reported previously. Groundwater Chemistry The results of groundwater analyses are summarized on Table 1. The laboratory analytical reports are provided as an attachment. In June 2024, groundwater samples obtained from six monitoring wells were below Tier 1 screening levels. Four wells exceeded the ISL for TPH-DRO. The highest TPH-DRO concentration detected was 2.5 mg/L at MW-2. No other petroleum hydrocarbons (MTBE, BTEXN, TPH-GRO or TRPH) were detected in groundwater above the limits of detection. No petroleum hydrocarbons were detected in groundwater at monitoring wells MW-1 and MW-3. CONCLUSIONS Based on field observations and the analytical results of groundwater samples collected and analyzed during the June 2024 monitoring event, the following conclusions are presented: • Depth to groundwater ranged from approximately 4.5 to 9 feet below top-of-casing. • The groundwater flow direction was to the east-northeast and appears consistent with the flow direction reported previously. • Groundwater samples from all six wells sampled were below Tier 1 screening criteria. • Groundwater samples collected from four monitoring wells exceeded the Initial Screening Level (ISL) for TPH-DRO. • No MTBE, BTEXN, TPH-GRO, or TRPH concentrations were detected in groundwater above the limits of detection at the six monitoring well locations sampled. Environmental samples are obtained from specific locations, utilizing methodologies consistent with Utah Department of Environmental Quality regulations.
