Subject: RTCR Level 2 Assessment Christmas Meadows Cabins UTAH22112
I would like to thank you and Jon for taking the time to meet with me on October 3, 2024, for a
Level 2 Assessment (L2) of your water system. Your willingness to accommodate this request is
greatly appreciated .
Observations:
The initiation of this L2 assessment is due to multiple Total Coliform positive (TC+) results in
routine samples, as well as repeated samples required under the revised Total Coliform Rule
(RTCR), recorded in September 2023 and July 2024. Christmas Meadows Cabins is a Transient
Non-Community water system located in Summit County, Utah. The system includes one spring
WS003 Beynon (1-2) and a 10,000-gallon steel water storage tank (ST002).
While performing this L2 assessment, we have determined that the spring source and tank are
absent of coliform. The coliform is likely coming from how the samples are being taken.
Conclusions:
A potential contributing factor to the Total Coliform (TC+) results may be related to sampling
errors. The samples were collected from a threaded hose bib at the northern end of the system and
a kitchen tap at the southern end. It appears there has been miscommunication between the water
system and the health department regarding the proper procedure for follow-up sampling. The
water system was unaware of the TC+ result for July, which led to a failure to collect the required
repeat samples. This oversight resulted in a violation and triggered the Level 2 (L2) assessment.

We recommend establishing a formal contract with the health department to outline the procedures
to be followed in the event of a failed sample. Given the lack of reliable internet and cell phone
service at this water system, it is essential that the health department maintains an up-to-date
contact list to ensure they can reach you promptly in such situations.
