Recommended Tier 1 Actions
All contaminant concentration levels are below ISLs or below Tier 1 screening levels and no receptors are within the critical
distances. Recommendation - No further action.
Tier 1 criteria (contaminant concentration and/or distance to receptors) are exceeded at the site.
Recommendation - See attached supplemental information worksheet.

SUPPLEMENTAL INFORMATION
September 24, 2024
Utah State Fuel Network, Weber County Roads Department
2222 South 1900 West, Ogden, Utah
Facility Identification No. 1200360, Release Site OLM
Release History and Current Property Use
Release OLM was reported to the DERR on August 28, based on UST closure sampling results.
Two 12,000-gallon diesel USTs were removed during the closure activities. The property is
bordered by the Wilson Canal on the North-West and Northern borders. The OLM release is
located roughly 175 feet from the closest section of the Wilson Canal.
The are two prior releases, FXW and JWU, both closed in 1996 and 1998, respectively. Historic
satellite imagery and site plats from records show the location of both prior releases to the west of
where OLM occurred. The old fueling facility was demolished and a new station was built
sometime before 1997. The station is converting completely over to above ground storage tanks.
The site is currently still Weber County Roads Department. There are no plans to change the type
of land use. Surrounding land use is of a mixture of commercial and industrial properties.
Nature and Extent of Contamination
Soil and groundwater samples were taken during the most recent closure of the USTs at the
fueling depot. All soil samples were under ISLs for all BTEXN and TPH contaminants. Both
groundwater samples were over ISLs (1.4 and 1.3 mg/L) for TPH-DRO but under the Tier 1 level.
All other groundwater contaminant results were under ISLs.
Actions Taken to Eliminate or Control the Source of Contamination
The main action has been the removal of the UST’s and the updating of the facility’s
petroleum storage tank infrastructure.
Impact of Remaining Contamination on Public Health and the Environment
Groundwater In gestion Exposure Pathway
According to the DWR database, there are no municipal wells, irrigation or domestic wells
within 500 feet radius of the release. The site is not located in a DDW Groundwater
Protection Zone. The certified sampler also confirmed there are no water lines within 30
feet of both concentrations of TPH-DRO. This pathway in incomplete.
Soil Leaching-to-Groundwater
All soil samples yielded contaminant results under ISLs. This pathway is not complete.
Vapor Intrusion-to-Indoor Air Exposure Pathway
There are no buildings overlaying the remaining contamination, therefore this pathway is
incomplete.
2
Surface Soil Exposure Pathway: Dermal Contact, Particulate Inhalation and Ingestion, and
Construction Worker
There are no petroleum contaminated soils exposed to the surface, therefore this pathway is
incomplete.
Economic Considerations and Cost-Effectiveness of Cleanup Options
The levels of TPH-DRO remaining on-site are minimal and do not warrant further
corrective action. If migration of present contamination does occur, the levels will likely be below
action levels at property boundary. One receptor, the Wilson Canal, lies within critical Tier 1
distances but the depth to contamination is approximately 10 feet bgs and migration upward is
highly unlikely. Removing remaining contamination would not be cost effective, and the expense
would not be worth the effort.
Technology Available for Cleanup
In-situ remediation could be considered to clean up the remaining contamination, but this method
is not feasible and/or cost effective. It should be mentioned that natural processes will likely
breakdown whatever contamination is at the site in the future.

Facility Site Plat (Closure Notice)
The site plat must be drawn to an appropriate identified scale. It must show planned sampling locations, substances stored in tanks, and
other relevant information. Tank and sample identification numbers must be consistent with the information given on p. 1 and 4 of the
Closure Notice.
