Kyler,
I have reviewed the Engineering Evaluation Report for the Boulder Mountain Guest Ranch water system and the report
covers what is needed to evaluate the water system and provides good recommendations for improvements moving
forward. So, the water system should start the process of making the recommended improvements to redevelop and
properly construct the spring along with the water system including increasing the tank equalization storage and booster
pump system with redundancy.
A complete set of plans will need to be submitted for plan review before construction can begin. According to the New
System Order that was sent out on December 14, 2023, an operating permit would need to be obtained within 18 months
of that date. So that would be June 14, 2025 as the deadline to have construction complete so an operating permit can
be obtained.
I have a couple of questions as we move forward:
1) Are you going to start the process of a water right change application for the spring? That will need to be in place by
the time an operating permit is issued. Do you see any hurdles or complications in making sure that happens?
2) Have you taken the new source inorganics and metals test for the spring yet (I can send you a list if you need to know
what water samples need to be taken for a transient non-community water system). Or are you planning on waiting to
redevelop the spring to do that?
3) In the most recent communications with Sitara Federico about the failed samples within the past few weeks, she
mentioned that Ronald told her that they are continuing to gather spring water into 5 gallon containers from the family
ranch and use it to provide guests at the Boulder Mtn Guest Ranch with drinking water at the cooler. I think we had talked
about this before, but if you are going to continue to use that as a source of drinking water your provide to guests, that
spring will likely also have to be evaluated as a Public Drinking Water Source also, which would include collecting new
source chemistry, doing a Preliminary Evaluation Report/Drinking Water Source Protection Plan, and also looking at the
physical construction of the spring to meet drinking water construction requirements. Additional routine sampling of that
source may also end up being required. You may want to consider using an approved water delivery service that is FDA
approved, as opposed to collecting this water and providing it to guests to avoid having to get this family ranch spring
approved as a drinking water source.
