Subject: Notice of Violation for Disinfection Byproducts Total Trihalomethanes (TTHM),
Public Notice Requirement, Dutch John Town Water System, Water System
#UTAH05001
Dear Jack Lytle:
This letter is an official notification that the Utah Division of Drinking Water has determined that
the Dutch John Town Water System’s Locational Running Annual Average (LRAA) at site
MR001 [115 Second Ave] for Total Trihalomethanes (TTHM) of 89.26 ug/L, exceeds the
Maximum Contaminant Level (MCL) for TTHM of 80 ug/L.
Because your system has TTHM levels above the MCL, your system must comply with the
following requirements:
1. Tier 2 public notification requirements must be met by notifying your water users
per the attached public notice protocol within 30 days of receiving this letter and
repeat the notice every three months for as long as the violation exists. A copy of
the public notice must be submitted to the Division at ddwreports@utah.gov
within 30 days of receiving this letter. A public notification template is attached as
an example that fulfills all the public notification requirements for this violation.
2. All MCL violations must be included in your system’s upcoming Consumer
Confidence Report (CCR). An explanation of how the system returned to
compliance could also be included.
Failure of the water system to comply with any of the requirements listed above may result in the
assessment of further enforcement actions, including actions from the State of Utah or United
States EPA. Further MCL violations may result in penalties and the Division may classify the
water system as a “Not Approved” system.

IMPORTANT INFORMATION ABOUT YOUR DRINKING WATER
Total Trihalomethanes (TTHM) MCL Violation at Dutch John Town Water System
Our water system recently violated a drinking water standard. Although this incident was not an
emergency, as our customers, you have a right to know what happened and what we did (are doing) to
correct this situation.
We routinely monitor for the presence of drinking water contaminants. Testing results from August 2024
show that our system exceeds the standard, or maximum contaminant level (MCL), for TTHM. The
standard for TTHM is 0.080 mg/L. It is determined by averaging all the samples collected at each
sampling location for the past 12 months. The level of TTHM of our system was 0.089 mg/L.
What should I do?
There is nothing you need to do. You do not need to boil your water or take other corrective
actions. If a situation arises where the water is no longer safe to drink, you will be notified within
24 hours.
If you have a severely compromised immune system, have an infant, are pregnant, or are
elderly, you may be at increased risk and should seek advice from your health care providers
about drinking this water.
What does this mean?
This is not an emergency. If it had been an emergency, you would have been notified within 24 hours.
TTHMs are four volatile organic chemicals which form when disinfectants react with natural organic
matter in the water.
*People who drink water containing trihalomethanes in excess of the MCL over many years may
experience problems with their liver, kidneys, or central nervous system, and may have an increased
risk of getting cancer.*
What is being done?
We will be increasing our sampling for this contaminant by collecting two samples from two different
locations each quarter. We anticipate resolving the problem within the next quarter, as decreased
water temperatures in the fall and winter reduce formation of TTHMs. If sample results remain high,
changes to treatment process and operations will be evaluated.
