Dear Mr. Rushton, Subject: RTCR Level 2 Assessment for Bear Valley RV and Campground Utah09099
Thank you for meeting with me on August 28th, 2024, to conduct the Level 2 Assessment (L2) of
your water system. Your cooperation in facilitating this assessment is greatly appreciated. Observations:
The level 2 assessment was necessitated by two level 1 assessments conducted within a 12-month
period. The first assessment in August 2023 revealed total coliform (TC+) and E. coli (EC-) samples collected from a frost-free hydrant, but it did not include repeat samples. In June 2024, a subsequent assessment also indicated total coliform (TC+) along with EC- from routine and repeat samples. The presence of total coliform in both assessments triggered the requirement for the level 2
assessment. Conclusions:
1. The TC+EC- samples were likely due to sampler error and/or stagnant water at sample location. Frost free hydrants are difficult to sample.
2. August 2023 L1 was due to a lack of 3 required repeat samples per the TC+ Routine sample
rule in the same month as the original Routine TC+.
Deficiencies: None were assigned during this assessment. Recommendations:

1. Conduct disinfection and flushing of the tanks and distribution system in accordance with American Water Works Association (AWWA) C651 standards periodically, with a minimum of annually.
2. Schedule monthly bacteriological samples to be collected on the first of each month and the
first of each week, following the designated sample site plan and sanitary sampling protocol.
3. Install new sample tap on the well line before any valves. This will ensure source sample is well water.
4. Use a custom sampling apparatus on frost free hydrants to assist in sanitary collection
process. (DDW will send pictures and description).
5. Revise RTCR Sample Site Plan: Update the RTCR sample site plan to exclude sampling sites located at the ends of the system and submit the revised plan to the Division of Drinking Water (DDW)
6. Follow RTCR and Ground Water Rule (GWR) for repeat and triggered source sampling
after a routine TC+ sample. If you’re unsure about the follow-up sampling process, contact
DDW for guidance.
7. Follow Sanitary Sampling Protocol: Ensure that sampling locations are properly flushed and disinfected using a strong chlorine-based solution. This includes applying the solution, allowing adequate contact time, flushing the site, and collecting the sample.
