Rockwell Solutions, Inc. completed confirmation sampling at the above-referenced facility in
accordance with a request from the Utah Division of Environmental Response and Remediation
(DERR).
INTRODUCTION
On the morning of November 3, 2022, diesel fuel was observed on the surface of a pond at the
intersection of Mountain Springs Parkway and Spring Creek Place. Springville City traced the fuel
back to a manhole at the Whitehead Power Plant near the above ground storage tanks (ASTs).
Springville City personnel placed booms in strategic areas along the surface water and in the
manhole to contain the fuel. Figure 1 shows the power plant and the impacted surface water.
An investigation detected a leak in the piping on the east side of the north AST. The piping was
repaired. It was calculated that approximately 178 gallons of diesel fuel had been released.
Booms and absorbent pads were used and regularly replaced to capture as much product as possible.
A pump was set in the storm drain on the south side of the ASTs and diesel fuel and contaminated
water was pumped into an oil-water separator inside of the power plant. By November 16, there
was no longer any fuel or sheen on the surface water. The pump in the storm drain continued to
operate until mid-January 2023.
The subsurface investigation in November 2022 defined the extent of residual soil and groundwater
contamination to the area immediately around the ASTs.
On July 3, 2024, DERR requested that five grab soil samples be collected from surface soils along
the waterline level of the pond embankments that were impacted by the 2022 petroleum release at
the power plant. As requested, two samples were collected nearest to where the petroleum sheen

was daylighting into the first surface pond. Three additional samples were taken from the farthest
area of the pond system where the sheen was observed. Figures 1 and 2 show the site, pond system,
and sampling locations.
The soil samples were submitted for laboratory analysis of benzene, toluene, ethylbenzene, xylenes,
naphthalene (BTEXN) using EPA Method 8260 and total petroleum hydrocarbons-diesel range
organics (TPH-DRO) using EPA Method 8015.
Table 1 lists the analytical results of all soil samples collected during the subsurface investigation
and confirmation sampling. No hydrocarbons were detected in any of the confirmation samples.
Rockwell Solutions recommends the release be closed and the site issued a No Further Action letter.
