We understand and agree with your need to stage biosolids in bulk prior to land application. However, we believe staging biosolids for more than ninety days presents a potential impact to ground waters, and we believe some additional best management practices (BMPs) are needed to protect surface waters as well. The additional BMPs along with the measures you proposed are as follows:1.Biosolids shall not be stored at a staging site for more than ninety days.2.Appropriate berms shall be constructed as needed to prevent runoff from leaving the staging areas and possibly entering surface waters of the State.3.If a staging site is creating problems (runoff, off site tracking, etc., the staging site shall be relocated (stop storing at that particular staging site immediately, and the next truckload(s) of biosolids shall be stored at another staging site, and the biosolids stored at the original staging site shall be land applied as soon as weather conditions permit).4.All staging sites shall be rotated on an ongoing basis (after a staging site is used, it shall not be used again within five years).5.After a staging site is used, it shall be plowed and seeded as soon as practical (for the uptake of any nutrients by the crop that may have accumulated at the staging site).We believe these additional BMPs, as well as the BMPs listed in your Biosolids Management Permit should minimize risks to ground and surface waters of the State and, therefore, your plan is approved accordingly.Should you have any additional concerns, question or comments, please call Dan Griffin at (801) 536-4387 or email him at dgriffin@utah.govWe thank you and your staff for your cooperation of working with the DWQ for the protection of waters of the State.Sincerely,Danielle LenzJohn K.
