HomeMy WebLinkAboutDAQ-2024-010587FACT SHEET R307-313 VOC and Blue Smoke Controls for Hot Mix Asphalt Plants Overview The Utah Division of Air Quality Rule R307-313 establishes emission controls and work practice standards for the emissions of blue smoke and volatile organic compounds (VOC) from hot mix asphalt plants and associated oil storage tanks. The rule applies to owners and operators located in Salt Lake, Davis, Weber, Utah, and Tooele counties with an annual production level greater than or equal to 250,000 tons of hot mix asphalt per rolling 12-month period. The owners and operators of hot mix asphalt plants subject to Rule R307-313 shall comply by May 1, 2025. Exclusions Warm mix asphalt production shall not be included in the applicable annual production level in Rule R307-313. Requirements The owner or operator shall install and operate emission capture and control systems that capture and reduce blue smoke emissions from dryers, conveyors, silos, and load out areas at all times during the production of asphalt products. All visible emissions from emission points shall not exceed 10% opacity. Storage tanks shall be equipped with VOC capture and control systems such as a condenser and a carbon-filled vessel. All seals and gaskets associated with tanks, capture and control systems shall be properly maintained with no visible holes, tears, or other openings in any seal. Except during time of tank filling, emission points shall operate with no visible emissions. Record Keeping The owner or operator shall retain a copy of the manufacturer's recommendations. Establish a plan for scheduled maintenance. Maintain records showing proper operation and maintenance. Maintain records of annual production of hot mix asphalt, of warm mix asphalt products, and the temperature at which the products were produced. These records shall be stored for at least 2 years and shall be made available to the director upon request.
