OVERVIEW
Jeff Studenka of the Division of Water Quality (DWQ) met with Rich Mickelsen, District Manager, Wootton Redmond, Operations Supervisor, and Brian Selck, Lad Director of TSSD to conduct
a CEI at the UPDES facility referenced above. The purpose and scope of the inspection was discussed with credentials presented, the DWQ UPDES Inspection Checklist was completed, and
a facility tour was conducted with photos collected as included herein. There was one deficiency noted for follow up from the previous CEI conducted in May 2022 (WET sample temps), which
was previously addressed by TSSD and confirmed as resolved as part of this CEI.

INSPECTION ACTIVITIES
Background/Process:Influent flow after the headworks building is split between the east and west side treatment trains, which are comprised of 8 aerated bioreactors, then up to 9 clarifiers
for settling. The treated wastewater then passes through an ultraviolet (UV) disinfection unit and is then discharged either partially through a 6-celled constructed wetland series
of ponds and then into Utah Lake, or directly to Utah Lake from the UV treatment unit. Outfall 001 is located at a latitude of 40º 20' 26" and a longitude of 111º 46' 35".
TSSD also has a permitted biosolids program as well as an approved pretreatment program. The TSSD POTW was originally built in 1979. The design flow of TSSD is currently at 30.0 million
gallons pe day (MGD), with upgrades in the works to increase to 40 MGD. TSSD provides wastewater disposal services to the communities of Alpine, American Fork, Cedar Hills, Eagle Mountain,
Highland, Lehi, Pleasant Grove, Vineyard, Suncrest, and Saratoga Springs, Utah.
Permit, Sampling and Record Keeping: A copy of the current permit and all UPDES Permit related documents are maintained at the office and lab locations. 2024 sampling records and chain-of-custody
forms were reviewed with DMR data for July 2024 further reviewed and compared to the laboratory bench sheets. TSSD maintains an onsite NELAC certified lab for all permit parameters except
Metals and Oil & Grease, in which case samples are sent to Chemtech Ford Labs in Sandy, Utah.TSSDpersonnel collect both grab and composite samples as per the permit requirements. TSSD
previously utilizedTRE Environmental in Ft. Collins, CO for the quarterly WET Biomonitoring testing and only recently started using W.E.T., Inc. Labs in American Fork, Utah. There were
no sampling deficiencies noted, as frequency, preservation techniques, and holding times are routinely met for all monitoring parameters. Both influent and effluent auto-samplers were
observed to be functioning properly at the time of the inspection. TSSD submits the required self-monitoring information online each month thru NetDMR as appropriate.
Effluent & Flow Measurement: Effluent flow is measured from each of the east and west treatment trains near the UV treatment buildingswith 24-inch Parshall Flumes and Siemens Hydro-Ranger
flow meters.The meter readouts are then combined to obtain total effluent flows. At the time of the inspection, the effluent discharge was observed to be clear with no excessive foaming,
odors, or other issues noted.
Facility Walk Through:Following initial discussions at the office and lab locations, afull tour of the TSSD facility was conducted. The tour started at the influent and headworks building
continuing through the treatment process to the final effluent discharge to Utah Lake. There were no deficiencies observed or noted during the site walkthrough. The outfall location
and receiving water of Utah Lake were visited with no issues noted. Overall, the TSSD facility appeared to be properly operated and well maintained. The facility was clean and free
of debris on the day of the inspection. There was no evidence of any spills or poor housekeeping noted during the inspection and there were no safety issues or concerns observed. Photos
were collected and included herein.
DISCHARGE INFORMATION
As mentioned above, the effluent discharge was observed in all locations to be clear with no excessive foaming, odors, or other issues noted.
DEFICIENCIES
None Observed.
RECOMMENDATIONS
Continue keeping DWQ informed of any future changes of site conditions and operations in regards to the UPDES Permit and requirements therein.
Recommendations will be reviewed to ensure the item was addressed. DWQ Compliance and Enforcement Section reserves the right to evaluate all violations.
