This Temporary Operating Permit expires on 12/31/2027
Dear Randy Larsen:The Division of Drinking Water (the Division) issued a Temporary Operating Permit for the Atkinson Spring Rehabilitation on February 3, 2021. The Division issued Plan
Approval for this project on April 23, 2020. Division staff conducted an onsite inspection of this project on January 14, 2021. On September 13, 2024, the Division was made aware that
the water system had not collected the three years of monthly spring flow data required in the Temporary Operating Permit which expired on July 31, 2024.
Our understanding of the project included the redevelopment of the existing spring collection system. It consisted of clearing the existing spring collection area of overgrown trees
and vegetation, the installation of a new collection system of perforated and non-perforated PVC pipe, gravel bedding, geomembrane liner, clay cutoff wall, and collection manholes as
shown in the design drawings. The project also included the installation of a new stock tight fence around the Atkinson Spring. Atkinson Spring is identified as WS001 in the Division’s
database.
We have received the following information for the Atkinson Spring (WS001) Redevelopment:
Design engineer’s statement of conformance with approval conditions.
Record drawings
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
New source chemical analysis data has been submitted to the Division for review. No new treatment is required.
Temporary Operating Permit for Atkinson Spring (WS001)
We have determined that all conditions of issuing a Temporary Operating Permit have been accomplished. On this basis, a Temporary Operating Permit for Atkinson Spring is hereby issued
as constituted by this letter. You may retain Atkinson Spring (WS001) in service in your water system.
This Temporary Operating Permit expires on 12/31/2027.
Please maintain a copy of this letter with your permanent records for future reference.The current spring flow is approximately 20 gallons per minute (gpm) based on the data you have
gathered. Cove Waterworks is required to measure and record the spring flow data once a month, for each month the spring is reasonably accessible, for a minimum of three years. The Division
will determine the yield of this spring when a minimum of three years of spring flow data become available. Typically, the spring yield will be the basis for determining the maximum
number of connections or population that Atkinson Spring (WS001) can serve.
Condition(s) of Obtaining Permanent Operating Permit & Spring Flow Data Requirement
Cove Waterworks must submit a minimum of three years of monthly spring flow data with a permanent Operating Permit request to the Division and obtain a permanent Operating Permit for
Atkinson Spring (WS001) by 12/31/2027.
The spring flow data submission requirement has been added to the Division’s database as a tracking tool and reminder. Please note that this water system will be assessed 200 deficiency
points if you do not submit the spring flow data and obtain a permanent Operating Permit for the Atkinson Spring (WS001) by 12/31/2027.The issuance of this temporary operating permit
will make the S001, unapproved source in service deficiency dormant on the IPS report. This deficiency will be used to track the expiration date of this operating permit. An updated
