Before I can concur with the delineation, the following items need to beaddressed. 1- The aquifer thickness used in the model needs to equal the screened interval. As it stands, you have the aquifer thickness as 407.58 ft but the screened interval is 170 ft. Please, change the aquifer thickness to the screened interval thickness of 170 ft. 2- As the hydraulic conductivity is calculated using the aquifer thickness, please recalculate the hydraulic conductivity using the screened interval thickness of 170 ft. 3- Please re-delineate the source protection zones based on the above changes. Feel free to submit the delineation section only with the changes, so I can review quickly for submission of the delineation to be used for the ordinance and the waiting Operating Permit. When you submit the remainder of the DWSP plan, make sure the following report sections reflect the re-delineated source protection zones. Let me know if you have any questions. However, as I was updating the model for this DWSP, I reviewed WhAEM’s definitions for the saturated thickness of the aquifer that is used as an input parameter. I do see how WhAEm shows that for an unconfined aquifer. I have a couple of points to make. 1- It looks like the information you are referencing is specifically talking about an unconfined aquifer. Based on the well log data, and that the aquifer has a hydraulichead, this aquifer cannot be considered unconfined. 2- The saturated thickness of the aquifer is where the water is contained in the ground. The hydraulic head found in the well does not mean the ground is saturated all the way up to 2 feet below the surface. It does mean the pressure found in the aquifer pushes the water to that level when open to atmospheric conditions. 3- It is less conservative to assume the aquifer thickness is larger than the screened interval. 4- "A generally accepted hydrogeologic method to determine aquifer thickness is to use the screened or perforated interval in the well. Another method is to use the thickness of aquifer layers adjacent to the screened interval as shown on the geologic log or well driller report... If the aquifer is confined, the confining layer(s) and all layers above or below it are not part of the producing aquifer." Source Protection User's Guide for Groundwater Sources, appendix E, pg 92. That will cover the land use agreement requirement for source protection and an operating permit. There are issues that need to be addressed before I can concur with the remainder of the DWSP plan. The Treated Urban Turfgrass-Richmond CIty was addressed in the PER. I have attached the Memo responding to the concern. Is there a reason this has been assessed as not adequately controlled? Is Richmond City not willing toimplement Best Management Strategies? 2- There can be no pollution sources in zone 2 of an unprotected aquifer. The PCS: Septic Tank-Tanner is located in zone 2. The next step is to request an exception to rule R309-600-13(2)(b)(ii). Please address the exception request to the Division of Drinking Water Director, Nathan Lunstad. Make sure to address how the system will continue to protect public health. Please discuss with the system how they would like to address this concern. It has often been required to increase nitrate monitoring. Increasing public education to the PCS may be another strategy to employ. These suggestions will not guarantee the exception request will be acceptedby the Director, but will likely help. Like I said, make sure you work with the system and that they are comfortable with the strategies you propose. Feel free to reach out if you would like to discuss this further.
