Subject:Disapproval, Updated Drinking Water Source Protection Plan for 400 S Providence Well; Providence City Water System; Water System #03017, Source No. WS004
Dear Robert D Stapley:
The Division of Drinking Water (the Division) received the updated Drinking Water Source Protection (DWSP) plan for the 400 S Providence Well from you on December 30, 2021.
We have completed our review of the updated DWSP plan; however, before we can concur with the updated plan, the requirements listed below must be addressed and the plan resubmitted for
review.
Requirements
An east-west trending sewer line is located within zone one of the 400 S Providence Well (WS004). Sewer lines within zone one are a violation of rule R309-600-13(3)a — Unprotected Aquifers
- Zone one - all sewer lines and laterals shall be at least 50 feet from the wellhead or margin of the collection area, and be constructed in accordance to R309-515-6. Unless it can
be shown that this section of sewer was constructed to the special standards, an exception to rules R309-600-13(3) and R309-515-6 will need to be requested. You mentioned that Providence
City regularly cameras its sewer lines. You can use this as justification for an exception if you provide evidence that this was completed recently for this portion of the sewer and
state that Providence City will continue to camera this section regularly to ensure pipe quality and no leaking. Below is guidance for requesting an exception.
To request an exception, prepare a letter that meets these requirements (a Project Notification Form is not required).
A written request, preferably on water system letterhead, from the management of the Public Water System to the Director of the Division of Drinking Water
Cite the specific rule to which the exception is being requested
Provide a detailed explanation of why the requirements of the rule cannot be met (include drawings if appropriate)
Describe what will be done to meet the intent of the rule in place of meeting the requirements of the rule (include drawings if appropriate)
Provide an alternative to the rule requirements and justification of how it will meet or exceed the public health requirements of the rule that cannot be met
According to R309-600-7(2), each public water system shall correct any deficiencies in a disapproved DWSP plan and resubmit it to the Division within 90 days of the disapproval date.
A dormant deficiency (SP04 ACTIVE SOURCE LACKS APPROVED UPDATES TO DWSP PLAN) has been added to the Division’s database to serve as a tracking tool and reminder.If you have any questions
