Subject:Operating Permit, Elk Meadows Special Service District 2022 Water Improvements Project including the New Big Horn Tank (ST004) and Existing 70k Tank Improvements (ST001); Elk
Meadows SSD, System #01002, File #13065
Dear Dee Draney:The Division of Drinking Water (the Division) received a request for an Operating Permit for the Elk Meadows Special Service District 2022 Water Improvements Project
from Devan Shields, P.E., Sunrise Engineering on September 19, 2024. Previously, the Division received the plans and specifications from Mario Gonzalez, Sunrise Engineering on June 9,
2022. Plan review comments were sent to you and your engineer on June 28, 2022. Revised plans and a response to the comments were received by the Division on July 7, 2022. The Division
issued Plan Approval for this project on July 18, 2022.This project included several improvements, new facilities, and modifications to existing facilities. However, the Big Horn Tank
(ST004) and modifications to the existing 70K tank (ST001) are finished and need to be put into operation, while the rest of the project is being completed. This operating permit pertains
only to these two tanks, as described below.Big Horn Tank (ST004)This is a new 250,000-gallon reinforced concrete tank, located near the system’s other two tanks. The tank is interconnected
with the other tanks to drain and overflow through the existing lines. In addition, this interconnection will allow the tanks to be taken out of service at different times for maintenance.70K
Tank (ST001)This existing 70,000-gallon tank was modified to reconfigure the piping. A new inlet line was added to the tank for increased water circulation.
We have received the following information for the Big Horn Tank (ST004) and 70KTank (ST001):
Certification of Rule Conformance with plan approval conditions by a professional engineer.
As-built or record drawings.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
Evidence of O&M manual delivery.
We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for the Big Horn Tank (ST004) and 70KTank (ST001) is hereby issued
as constituted by this letter. You may now place these two tanks in service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.
