Dear Zachary Root:The Division of Drinking Water (the Division) received the plans and specifications for the proposed Disinfection Contact Basin in the Green Canyon WTP from your consultant,
Nathan Hall, with Hazen and Sawyer on August 5, 2024. This project has met the conditions for receiving a plan approval.
The Green Canyon WTP was constructed in 1986 to treat 2 MGD. The plant has had minimal upgrades since then and does not provide sufficient contact time for the required disinfection.
The system worked with Hazen and Sawyer in 2022 to develop a solution. It was determined that adding a disinfection contact basin was the best solution.
Our understanding of the project is the addition of a disinfection contact basin to the existing Green Canyon WTP. The basin will hold 454,000 gallons with 5 baffles in a single cell.
The predicted baffle factor is 0.7 with a CT ratio of no less than 1.4. The plant flow design is 2.0 MGD with a maximum summer plant flow of 2.7 MGD. This contact basin addition will
be identified as part of the existing under TP004. A new reporting template will be required for Green Canyon WTP, to be issued with the Operating Permit.
We have completed our review of the plans and specifications, stamped, and signed byPerry Osborn, P.E., dated September 19, 2024,and find they basically comply with the applicable portions
of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for Disinfection Contact Basin, Green Canyon WTPare hereby approved.
This approval pertains to construction only. An Operating Permit must be obtained from the Director before Disinfection Contact Basin, Green Canyon WTP may be put in service. A checklist
outlining the items required for operating permit issuance is enclosed for your information.Approvals or permits from the local authority or the county may be necessary before beginning
construction of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must
be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled.
This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter.

Items 1 through 8 below must be submitted to the Division and found to be acceptable prior to operating permit issuance (unless a water line project meets the requirements of R309-500-7
and is not required to obtain an Operating Permit).
