Re: Staker Parson Companies – Temporary Relocation/Operation – Modification to
DAQC-887-24 – Change in Generators – Iron County
Your request dated September 10, 2024, to change the generators used at the temporary project for
Western Rock Products’ Cedar City Facility, located at 1405 North Bulldog Road, Cedar City, Utah,
was received by the Utah Division of Air Quality (DAQ) and has been reviewed.
The following equipment has now been approved for operation for this temporary project:

II.A.703 Astec 300 kW generator
Wheeler Machinery Company leased Cat 528 hp genset
Wheeler Machinery Company leased MPS 1000 kW generator
Wheeler Machinery Company leased MQ Power 45 kW generator
The State of Utah has permitted portable equipment for Staker Parson Companies on the Approval
Order (AO) DAQE-AN115180014-15, dated July 6, 2015. The Cat genset, MPS 1000 kW generator,
and MQ Power 45 kW generator, has been permitted by the Wheeler Machinery Company AO
DAQE-AN142390014-18, dated August 1, 2018. The above relocation address is a permitted
aggregate facility with established emission and production limits. All equipment operating at this site
must be in accordance with the current AO for this site DAQE-AN102780003-19, dated January 23,
2019. The total production of aggregate from all temporary projects when combined with the
permanent equipment’s production cannot exceed the 12-month rolling limits as per Condition II.B.2.a
of this AO. The operation of the referenced temporary generators shall be in compliance with the
applicable diesel engine fuel and opacity limits of the portable AOs DAQE-AN115180014-15 and
DAQE-AN142390014-18, as per Condition II.B.1.e.A of your portable equipment AO. The above
referenced equipment shall only operate between the hours of 6:00 am and 10:00 pm.

Approval is granted to relocate and operate this equipment at the new location for a period not to
exceed 180 operational days beginning from the initial startup date of this project. As per Utah
Administrative Code (UAC) R307-401-17, the operation of equipment at this temporary site may be
for up to 180 working days in any calendar year not to exceed 365 consecutive days, starting from the
initial relocation date.
The owner/operator shall maintain records of the actual operation hours, days, and production rate, of
the above referenced equipment at this relocation site and have the ability to submit the information to
the DAQ upon the request of representatives of the director. Please make certain that the plant
operator is aware of all the location specific requirements for this site and the conditions of the
aforementioned AO.
Federal New Source Performance Standards Subpart OOO requires that initial Method 9 observations
be performed for all applicable portable crushers, screens, and attached conveyors. Subpart OOO also
mandates that all crushers constructed, modified, or reconstructed on or after April 22, 2008, which
are not enclosed, must install spray bars on the equipment and keep maintenance records to ensure
proper spray bar operations.
Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary
project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction requirements for
additional information.
This approval for relocation in no way releases the owner or operator from any liability for compliance
with all other applicable federal, state, and local regulations including the UAC.

Hello Susan,
I just submitted a modification to our active TRP DAQC-887-24. I just applied for a previous modification, but I received
word that we would be changing out more equipment. Our 1000 kW genset (II.A.713) will be replaced with a new Wheeler
rental. We’ll be adding a smaller 300 kW, and a very small 45 kW (also a wheeler rental).
