COX Governor DEIDRE HENDERSON Lieutenant Governor DAQC-938-24 Site ID 16186 (B1) Quin Bingham Granite Construction Company 1000 North Warm Springs Road Salt Lake City, UT 84116-2321 Dear Mr. Bingham: Re: Granite Construction Company – Temporary Relocation/Operation, Notice of Intent – Tooele County Your Notice of Intent dated September 5, 2024, to relocate portable aggregate equipment to the temporary project for Granite Construction Company’s Coyote Pit, located at Highway 36 and Center Street, Stansbury Park, UT, was received by the Utah Division of Air Quality (DAQ) and has been reviewed. The following equipment has been approved for operation for this temporary project: HRC8 High Pressure Grinding Roll The above equipment has been leased from Wheeler Machinery Company and has been permitted for portable operations in the State of Utah by the Approval Order (AO) DAQE-AN142390014-18. An Intent to Approve (ITA) IN161860001-24, dated August 26, 2024, has been issued for this location. The production from the above referenced equipment, when combined with any permanent equipment located at this site, cannot exceed the 12-month rolling total sited on II.B.2.a of this ITA. The AO authorizing this location as a permanent facility shall replace this ITA when the AO is issued. Approval is subject to the conditions of the dust control plan submitted for this location and the referenced Wheeler Machinery Company portable AO. Hours of operation shall be held to 16 hours per each 24-hour day. The maximum production rate shall be held to the requested 80 tons per hour. " - 1 " * " / Û Þ Û Ù Û Ý DAQC-938-24 Page 2 The owner/operator shall maintain records of the actual operation hours, days, and production rate, of the above referenced equipment at this relocation site and have the ability to submit the information to the DAQ upon the request of representatives of the director. Please make certain that the plant operator is aware of all the location specific requirements for this site and the conditions of the aforementioned AO. Federal New Source Performance Standards Subpart OOO requires that initial Method 9 observations be performed for all applicable portable crushers, screens, and attached conveyors. Subpart OOO also mandates that all crushers constructed, modified, or reconstructed on or after April 22, 2008, which are not enclosed, must install spray bars on the equipment and keep maintenance records to ensure proper spray bar operations. Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction requirements for additional information. This approval for relocation in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including the UAC. If the permanent site has a crushing 12-month production limit, you would stay within that limit. If the permanent AO doesn't have an existing crushing limit, we could potentially authorize it with estimated emissions, depending on the airshed conditions of the site. I take it that this is a very short term project?
