Your Notice of Intent dated August 12, 2024, to relocate a portable track-mounted impactor to the
temporary recycling project for Staker Parson Companies’ Ogden Hot Mix Asphalt Plant, located
at 2350 South 1900 West, Ogden, UT, was received by the Utah Division of Air Quality (DAQ)
and has been reviewed.

The following equipment has been approved for operation for this temporary project:

One (1) KPI-JCI 500 tph/328 kW Impactor Crusher

The State of Utah has permitted portable equipment for Staker Parson Companies on the Approval
Order (AO) DAQE-AN115180014-15, dated July 6, 2015. The above referenced location is a
permanent site with established opacity limits for crushing equipment. The impactor crusher shall
operate within acceptable opacity ranges and utilize dust suppression methods established in
Conditions II.B.1.c and II.B.3.e of AO DAQE-AN0109720009-15, dated October 22, 2015.

Hours of operation for this equipment shall be held to 16 hours each day. The maximum
production rate shall be held to the permitted equipment design capacity of 500 tons per hour.
Emissions for this project have been estimated at the following:

Approval is granted to relocate and operate this equipment at the new location for a period not to
exceed 180 operational days. As per Utah Administrative Code (UAC) R307-401-17, the
operation of equipment at this temporary site may be for up to 180 working days in any calendar
year not to exceed 365 consecutive days, starting from the initial relocation date. The operational
days per site cannot be extended beyond the stipulated 365 consecutive day period.

The owner/operator shall maintain records of the actual operation hours, days, and production
rate, of the above referenced equipment at this relocation site and have the ability to submit the
information to the DAQ upon the request of representatives of the director. Please make certain
that the plant operator is aware of all the location specific requirements for this site and the
conditions of the aforementioned AO.

Federal New Source Performance Standards Subpart OOO requires that initial Method 9
observations be performed for all applicable portable crushers, screens, and attached conveyors.
Subpart OOO also mandates that all crushers constructed, modified, or reconstructed on or after
April 22, 2008, which are not enclosed, must install spray bars on the equipment and keep
maintenance records to ensure proper spray bar operations.

Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary
project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction
requirements for additional information.

This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.
